The decision on the Foundation Education Reform and Development of the State Council regarded as indispensable work to adjust the distribution of rural schools of compulsory education, and we should develop rural compulsory education according to current conditions, in2001. The whole country has engaged in closing and consolidating schools and reasonable planning and adjusting the distribution of schools according to the principle of school-age children enrolls in neighborhood schools, junior middle school relatively centralized and distribution of optimizing educational resources. We have made great achievement in distributing of education resources and optimizing educational structure for more than a decade. At the same time, also have some questions urgently await to be resolved, such as the cost of education is rising, the number of security accidents is increasing and the wish for people is not completely implemented.August29,2012, the State Council routine conference made arrangements to promote the balanced development of compulsory schooling and adjust the arrangement of rural schools of compulsory education according to the guidance of adjusting the distribution of rural compulsory education from the national level. Many domestic scholars study the topic of School Abolishing and Merging Policy. However, the conclusions are conflicted. Junior middle school of countryside has difficulty in the layout adjustment like China began to deepen its reform.Since1999, Qingzhou has established for the adjustment of distribution of middle schools in the rural area based on the School Abolishing and Merging Policy has made considerable achievements, but there remain many problems in the process of implementation. Through research the policy of School Abolishing and Merging of Qingzhou, we find the problems existed. Then put forward the relevant measures and suggestions. The paper is trying to analyse on the strengths and weaknesses of the union of Qingzhou and find effective ways to raise fund usage, improve education quality and promote fair schooling. Provide theoretical and empirical basis to improve School Abolishing and Merging Policy and solve problems.As judged from combining theory with practice research the School Abolishing and Merging Policy by applying the methods of literature, compare and questionnaire. Investment analysis of three schools in three towns of Qingzhou is based on studying history of consolidating schools, consulting years of policy of the country and borrowing from a number of experts and scholars on the basis of research results.The research shows that since the adjustment of school distribution, Qingzhou has made the desired outcomes. For example, hardware facilities of the rural school are intensified, economies of scale of the school are gradually appearing, education and teaching slightly to standard. However, there still exist a. lot of problems of adjustment. The rise of new rural migrants leads we must take some more about the will of the new rural migrants in future distribution adjustment that may reduce problems and contradictions and humanistic values came into being. Educational equality, urban and rural integration, improving the quality of education and teaching will be true and the overall capability and quality of the students are developed in an all-around way with the problems solved.
