Rural compulsory education is very important, not only to rural development, but alsoto the development of education of Heilongjiang province. In order to promote ruralstudents’ education quality and the education environment, our country come up with the“integrating education resources” policy, commonly know as “school abolishing andmerging”. Heilongjiang province also implemented “school abolishing and merging”, theimplement of this policy brought some benefits to rural compulsory education, but alsobrought some problems, it is very important to solve these problems in order to ensurehealthy development of rural compulsory education.The article based on the current situation of “school abolishing and merging” of ruralcompulsory education in Heilongjiang province, Guided by the theory of public product,Rawls’s concept of education equality, and Schumacher’s education theory of "whole person"do some researches about the “school abolishing and merging” of rural education inHeilongjiang province. Firstly, expounded the basic theory of rural compulsory educationand learned some related information of the rural education of Heilongjiang province andthe related conditions of foreign country though locate, read, and analysis a mount of relatedarticles; Secondly, the article used interviewing method to learn rural students’ attitude andused questionnaire method to know rural students parents’ attitude to “school abolishing andmerging” in Heilongjiang province, and found some problems that “school abolishing andmerging” brought to rural compulsory education, and analyzed reasons of these problemsthat “school abolishing and merging” brought, Then came up with some solutions.
