As school bus accidents occurred frequently in recent years, peoplespontaneously took the “school abolishing and merging” policy as the “chiefcriminal” ten years ago. The original goal of the government to implement the policyof “school abolishing and merging” is to provide students with high quality learningenvironment, to allocate education resources rationally, to improve teaching qualitysteadily and to narrow the gap between urban and rural educations gradually. But howare the actual effects? Based on this background, investigations and in-depth analysisare used. It is found that instead of achieving the desired effects, the “schoolabolishing and merging” policy led to a series of problems, such as the aggravation of"hollow village" phenomenon, expansion of gap between urban and rural compulsoryeducations, difficulties in safeguarding students’ public security, increase ofre-employment pressure and gradual disappear of rural cultures.Taking R County in Hebei Province as the research object, it conducted fieldinvestigations on the actual situation of abolishing and merging rural primary schoolsin R County mainly using the methods of questionnaire survey and case-by-caseinterview. It explore that various problems are resulted from the “school abolishingand merging” policy on the basis of in-depth investigation on the background of thispolicy in R County. With regard to these problems, corresponding countermeasuresare proposed. The aspects of government, schools, parents and students effect. Ithelps to establish and perfect the compensation mechanism and a democratic systemto change the dualistic social structures of city and countryside, to develop the ruralcultural facilities and public transport, to strengthen the safety management ofstudents and to establish psychological consultation room where conditions permit.
