With the improvement of the modernization of the national governance system and the governance ability of our country,in recent year,special education is an important measure to promote that equalization of basic public service and improve the overall quality of the national,According to the National Statistical Bulletin for the Development of National Education in 2018 published by the Ministry of Education,there is a steady improvement in the construction of special education schools in our country,the enrolment rate of special children and the overall quality of special education,which is expected to reach more than 95% in the year 2020.The development of special education schools in Gansu and special children's enrolment rate have basically reached the development requirement,the overall development speed of special education is not stable,the development quality space distribution is not balanced,and the development of Lanzhou area is far behind the national average development level.Special education involves many interest subjects,such as family,school,community,government and so on.The development has particularity and complexity,so it is necessary to form a joint development model of government-led and multi-subject participation,improve the level and ability of local government governance,establish joint governance mechanism,protect the rights and interests of stakeholders to participate in the governance of special education,and improve the participation of the public in the joint governance of special education.According to the development level of Lanzhou,the basic planning of special education development is determined,the promotion of public participation is promoted,the improvement of the government's governance ability is promoted,the needs and will of the subject are respected,and the system of special education process leading and multi-subject participation is formed.Based on the theory of educational equity and new public service,this paper selects the relevant departments of lanzhou city to conduct interviews and questionnaires through the analysis of policy text,and makes the development of special education in lanzhou city a research object.It is concluded that there are some problems in the development of special education in lanzhou city.Key words :special education;Optimization path;Governance ability;public service.By constructing the index systemto evaluate its influencing factors,the following conclusions are drawn: information construction,economic income,social propaganda,government publicity,public participation and so on are the main influencing factors in the development of special education.Finally,the paper puts forward some suggestions for optimizing the development path of special education in Lanzhou,and forms a governance form based on constructing policy system.It is helpful to promote the development form of special education in the region with characteristics,the development result is guaranteed and the development goal is pluralistic.
