Research On The Impolementation Optimization Of Entrepreneurship Support Policies For College Students In Nanning Based On Smith Model

College Students’ independent entrepreneurship is an important issue under the background of the expansion of college enrollment and the increasing employment pressure of graduates in China.In order to encourage college students’ entrepreneurship,the state and local governments at all levels have successively promulgated and implemented a series of entrepreneurship support policies,covering various systems such as tax financing,entrepreneurship incubation base and entrepreneurship education.However,through the use of literature analysis,in-depth interviews and questionnaires,this paper finds that there are still "four low" status quo in college students’ entrepreneurship,that is,the low rate of College Students’ participation in independent entrepreneurship,the low valuation of entrepreneurial enterprises,the low success rate of entrepreneurship and the low satisfaction of college students with the implementation of some policies.Therefore,it is necessary and urgent to study the implementation of entrepreneurship support policies for college students.This paper takes "one main line,four dimensions" as the center to carry out specific research."One main line" is the core of this paper.It closely focuses on the implementation of Nanning university students’ Entrepreneurship support policy,and studies and analyzes along the four dimensions of Smith model.Based on the dimension of policy text,collect and sort out the relevant policy documents on supporting college students’ entrepreneurship at the three levels of the state,Guangxi Zhuang Autonomous Region and Nanning City,summarize and sort out the contents and systems of College Students’ Entrepreneurship support policies related to Nanning City,and analyze the characteristics of policy changes over the years;Based on the dimension of policy implementation agencies,through indepth interviews with relevant workers,this paper analyzes the work and existing problems of the two major policy implementation bodies of government functional departments and universities;Based on the dimension of the target group for policy implementation,taking the college students in Nanning and within two years after graduation as the research objects,the four universities in Nanning,Guangxi University for nationalities,Guangxi University of Finance and economics and Nanning University,which are relatively advanced in the field of College Students’ entrepreneurship,were selected to understand the entrepreneurial willingness,entrepreneurial motivation and Entrepreneurship of college students through in-depth interviews and questionnaires.Based on the dimension of policy implementation environment,this paper explores the specific environment of Nanning university students’ Entrepreneurship support policy implementation in three aspects: economy,politics and culture.Through the analysis of the current situation of the implementation of Nanning university students’ Entrepreneurship support policies,this paper puts forward the problems of deviation of policy objectives,misinterpretation of content,low policy financial support and operability,lack of coordination and cooperation of policy implementation agencies,and lack of entrepreneurial awareness and entrepreneurial practice of target groups.Based on Smith’s "four factors" and their interaction,this paper analyzes the deep-seated reasons for the problems,and comes to the conclusion that it is the lack of pertinence and scientificity of policy content planning,the insufficient implementation of executive agencies,the lack of professional and integrated entrepreneurship education for college students,and the constraints of market economy and traditional concepts.In order to continuously promote the entrepreneurship work of college students in Nanning,this paper combines the Smith model theory with practice,and puts forward the optimization path to improve the content of the entrepreneurship support policy for college students,improve the implementation effectiveness of the policy implementation subject,broaden the entrepreneurship path of the target group,and form a good atmosphere conducive to the implementation of the policy.
