A Study On The New Colombo Plan Of Australia

With the development of Higher Education Internationalization(HEI),the students outbound mobility has gradually become one of the important indicators to measure the degree of HEI.The thesis uses comparative methods and case studies to explore the New Colombo Plan aims to explore how Australia can deepen ties with the Indo-Pacific region through student mobility.The study found that the total number of students has increased year by year,of which the majority of students in the mobility program;the students in the scholarship program is a very small part.Australian student destinations are concentrated in China,Japan,India and ASEAN countries.Compared with scholarship programs,mobile programs are more open and inclusive.Through case studies,it is found that in the implementation of the plan,the scholarship programs are concentrated in local top-ranked universities,and the language skills of the destination of the students are emphasized.In addition,most of the students' majors are concentrated in the fields of business,law,and international relations.The openness and inclusiveness of the mobility program is reflected in the acceptance of students over the age of 28;the destination language is not a necessary condition for participating in the project;its coverage of regions and majors is more extensive than the scholarship program.At this stage,the Plan has achieved initial results in terms of expanding cooperation,maintaining graduates and participating in companies,and has also had a positive impact on various stakeholders in Australia.Various government departments coordinated advancement,universities actively participated and valued the maintenance of graduates are meaningful.During the implementation of the plan,various government departments coordinated advancement,universities actively participated in and paid attention to the maintenance of graduates.Clear objectives,diverse leadership teams and graduate maintenance have provided benefits for the smooth implementation of the New Colombo plan.But at this stage,the Plan also has problems such as uneven selection of countries(regions)in the region,disparity in the number of two subprojects,and difficulty in tracking and evaluation.
