In recent years,China's economy has developed rapidly,people's life rhythm is getting faster and faster,and the pressure is increasing.More and more women have also invested in social work,resulting in the disintegration of the traditional family model of women caring for children,double-worker families The proportion of children is rising continuously,and the burden reduction policy implemented by the state has greatly reduced the school-age children's time in school,usually after 3:30 or 4:30.The inconsistency between parents' off-duty time and their children's after-school hours has caused problems such as after-school education,room and board,personal safety,etc.of elementary school students.With the increasing expectations of parents and their concern for education,after-school care services came into being.In recent years,schools in many regions of my country have implemented a delayed service policy.This policy is an important way to solve the difficulties for parents of students to pick up children under the current circumstances.On December 20,2018,the Guiding Opinions on Doing After-School Service for Primary and Middle School Students(hereinafter referred to as "Guidelines for Jiangsu Province")issued by Jiangsu Province made it clear that schools can provide delayed services to students on campus to 18 o'clock.Although many areas have taken many effective measures and made a lot of active efforts in the extension of after-school services for primary school students.However,it is undeniable that some areas still have many problems such as inefficient use of school-related resources and incomplete service content.However,our country pays little attention to this issue from a theoretical level,and the research is more scattered,and there is no certain systematic research results.Therefore,this paper attempts to study the policy of delayed service for elementary school students from a theoretical level,analyze the causes of the problems and propose countermeasures.In this study,we first reviewed the existing literature on HowNet.Based on the analysis of relevant literature and policies,we described the status of delayed services in domestic and foreign students' schools,and analyzed the factors and factors involved in school trusteeship.Relevant policy support,a brief analysis of the existing on-campus trusteeship forms,and the management problems and related safeguard measures that are common in the delayed service within the school are proposed.Through field research and interviews with school teachers,students,parents,etc.,to understand the specific situation of the school's delayed service implementation,sort out the problems in the delayed service in the school,etc.,combined with "Jiangsu Province Guiding Opinion",and education The staff of the bureau conducted a discussion to analyze the implementation status of the delayed service in the M primary school in our county.This article summarizes the successful experience and shortcomings of the implementation of delayed service in the M primary school in our county.,and found that the delayed service model of M primary schools is single,the school arrangements are too dependent on teachers in the school,the delayed service management system is incomplete,and the relevant systems The reason is not sound,because the delayed service has just begun to implement,the policy spirit and the implementation effect are inconsistent,and at the same time affected by regional historical traditions,different groups have different perceptions of delayed service.Finally,based on the analysis of the problem,it is proposed that the on-campus delay service cannot be single in content,and needs to be expanded in form and widened in scope;the teacher arrangement should be based on the school,supplemented by the introduction of off-campus resources,and at the same time follow the teacher's wishes and standardize Teacher subsidies;in supporting related facilities,effective use of schoolresources,strengthen logistics support,improve service quality,and establish a flexible school leaving system;in terms of systems and regulations,we must improve relevant systems,strengthen supervision and management and accountability system construction,for The implementation of on-campus delayed services in our county and other areas provides more valuable references,and we also hope to promote the development and quality of the delayed services of primary school students in our county.
