Since1980s, higher education in the world is experiencing a great trend of reform. Asit developed, China and Japan were gradually involved in. The promulgation of HigherEducation Act in China in1998and the proposal of corporatization of national universitiesin Japan in1997symbolized that both country’s higher education management systemswill make breakthrough in the process of transition.The internal university governance structure is the core of higher institutions, itsperfection will help institutions not only handle with the increasingly complex universitystructures but also adapt to the changing relations between university and socialenvironment. Through the comparison of internal governance structures between Chinaand Japan during the same period can we catch the trend and characteristics of the twocountries in handling with university internal and external relations.This article firstly starts with the basic analytical frame of internal governancestructure of university——vertical and horizontal relations with three fundamentalorganizations. Second, investigate the changes of China and Japan’s higher educationmanagement systems from a historical viewpoint. Third, make use of case study method toanalyze two typical universities——Huazhong University of Science and Technology inChina and Hiroshima University in Japan. Forth, conclude the similarities and differencesof China and Japan’s internal governance structure of universities on the basis of theformer information. The similarities include the establishment of corporate status, thestrength of administrative power, the application of bureaucracy and the increase ofuniversity autonomy. The differences are showed in the aspect of democratic management,academic power, the openness of governance structure and the speed of reforms. Finallythis article concludes that the improvement of internal university governance structure isto realize the balance and coordination of all the elements in university internal andexternal relations.
