Under the new normal on the economy,it is an urgent need and necessary choice for the development of vocational education to serve Made in China 2025 and Industry 4.0Strategy.About the development of vocational education,a series of relevant documents have been issued and it 's theoretical and practical researches has attracted more attention.The governments in Germany,Australia,the United States,South Korea and Japan attach great importance to vocational education.Their governments promote the development of vocational education actively by means of laws,policies,administration,economy and science.The government has become a leading promoter in the development of vocational education in the above countries.Learning from the successful experience about foreign vocational education,China has embarked on the dual system of vocational education with Chinese characteristics in the national conditions.The school enterprise cooperation mode led by the government has become an important way to promote the development of secondary vocational education in China.It has always been attached great importance to the secondary vocational education in Chongqing.The government has issued policies and made measures to promote the essential development effectively in Chongqing.The paper describes the current situation of the government functions about promoting the essential development of secondary vocational education in China.After that,it summarizes the government's experience about the essential development of secondary vocational education in China,too.On the research of related concepts and theories,the paper takes the essential development of secondary vocational education in Chongqing as a case for researching.The structure of the paper is as follows.Chapter 1 is a brief introduction.It introduces the research background,the research meaning,the research status and review in China and foreign countries.It introduces what are researched and how to be researched,too.It introduces the technical route,first-appearance points and so on.Chapter 2 introduces four related conceptions and three theoretical bases about public management.In chapter 3,it describes the current situation of the government functions about the essential development of secondary vocational education in China and summaries the government's experience about the essential development of secondary vocational education in China.Then it makes a strategic analysis for the essential development of secondary vocational education in Chongqing.In the secondaryvocational school in Chongqing,according to the time sequence of students entering and leaving the secondary vocational school,the whole process of secondary vocational education can be divided into 3 procedures: "enrollment importing","educating and teaching" and "graduation exporting".It discusses the effect of Chongqing government function about the essential development of secondary vocational education in 3procedures.The effect is positive,but also needs to be improved.In the chapter,it analyzes the specific reasons for the existing problems in Chongqing.Chapter 4 discusses the optimization strategy for he government function about the essential development of secondary vocational education in Chongqing.Chapter 5 is the research conclusion and expectation.On the relevant theories of psychology and sociology,the paper advises the measures of piloting and making a legislation in the essential development of the secondary vocational education in terms of students' number in Chongqing.It analyzes the practice of government functions about the essential development of secondary vocational education in Chongqing.The research conclusion has certain guiding meaning for Chongqing municipal government to guide the essential development of secondary vocational education.
