In recent years,the rapid progress of internet big data has promoted the vigorous development of new forms of employment.Workers can rely on online platforms to achieve labor and labor commodity transactions,changing the traditional form of the labor market and employment methods,and also causing a huge impact on the current payment model of the basic pension insurance system based on determining labor relations.The current situation of pension insurance participation for new flexible employment groups is not optimistic.How to protect the labor rights and interests of platform-type flexible employees,solve their pension insurance problems,and improve the participation rate of basic pension insurance in China is currently an important issue in front of practical departments and academic interfaces.This paper takes the online taxi drivers in G city as the research object,takes the social equity theory,rational choice theory,and life cycle theory as the theoretical support,combs the development trend of pension insurance policies for flexible employees in G city and the current policy standards through the literature research method,and forms a basic understanding of the pension insurance policies for flexible employees in G city.Using questionnaire survey and interview methods,a descriptive analysis was conducted on the personal basic characteristics,economic income,work status,and participation in basic pension insurance of online taxi drivers in G city,in order to study the problems in basic pension insurance participation of online taxi drivers in G city.Research found that platform-type flexible employees face the following difficulties in participating in basic pension insurance: the payment burden of basic pension insurance for urban employees is too heavy,the basic pension insurance benefits for urban and rural residents lack attractiveness,platform-type flexible employees are prone to interruption of insurance,the overall awareness of insurance is not strong,and disputes over the payment responsibility of basic pension insurance.The main reasons for this are: the pension insurance system is not "compatible" with flexible employees,the participation behavior of ride hailing drivers is "short-sighted" and pays more attention to immediate interests,the basic pension insurance is "bound" with labor relations,the platform evades pension insurance payment responsibilities,and the promotion of basic pension insurance policies is not in place.Based on the above issues and reasons,this article proposes improvement measures and suggestions from exploring the establishment of a basic pension insurance system suitable for platform-type flexible employees,stimulating the participation enthusiasm of platform-type enterprises in the employment market,enhancing the risk awareness and pension security awareness of platform-type flexible employees,and actively improving the social implementation environment of basic pension insurance policies. |
