Discussion On The Current Rural Social Capital Governance In China

After the reform and opening up,with the development of economy and advancement of urbanization,the structure of the traditional rural society began to change,and the characteristics of the " the Pattern of Difference Sequence" gradually collapsed.At the same time,the mechanism of modern society has not been fully established in rural society.The rural society is at an important point in the transition from tradition to modernity.Rural society has become hollowing and changing in hierarchy,it caused changes in the content and structure of rural social capital.Rural social governance is of great significance as a means to alleviate conflicts,resolve conflicts,and improve performance.The core elements of rural social capital is trust,norms and networks.It coincides with the content of rural social governance.First,the crisis of trust in rural societies is serious.It is mainly in the general decline in trust level,the shrinking of special trust scope and the deterioration of institutional trust.The main reasons are the changes in interest patterns,the acceleration of social flows,and the loss of traditional culture.Second,there are changes,disintegrations,and conflicts in rural social norms.From the "People's Commune Model" before the reform and opening up gradually to the "Village Governance Model",the state power gradually withdrew from the rural society.The semi-endogenous quasi-formal norms of the village tended to disintegrate,and the endogenous informal norms gradually declined.There are conflicts between the formal norms,quasi-formal norms,and informal norms in different generation models,operational logic,and governance methods.Third,there are changes have taken place in rural social networks.Contradictions between the interests of the cadres and the villagers are prominent.In the current situation,the construction of rural social capital includes the exploration of governance paths and the construction of three sub-factors of trust,norms,and networks.The construction of rural social capital exploration of the governance path includes the cultivation of governance awareness,the development of governance subjects,and the improvement of the governance system;the construction of rural social trust includes the construction of a fair benefit distribution system,the cultivation of the spirit of the social community,and the excavation of excellent traditional culture.The construction of rural social norms includes improving the rural institutional environment and integrating rural social norms.The construction of rural social networks includes clarifying the relationship network as a carrier of social capital,cultivating rural elites,and digging out "structural holes".
