At present,there are still many problems in the internal governance of higher education in China.The most prominent problems are that the academic power of faculty is not effectively exerted,the administrative power of universities is too complex,and universities lack academic freedom and autonomy.In order to stimulate the vitality of Chinese universities,train more excellent talents and improve the level of scientific and technological innovation,it is urgent to solve the problems existing in the internal governance of our universities.The university of Virginia is a first-class research public university in the United States,founded by President Jefferson,after more than two hundred years of development,formed a relatively perfect internal governance system,from which we can learn from the internal governance measures suitable for our universities.Through the analysis of the texts related to the internal governance of the university and the university of Virginia,the research will be carried out from the concept,practice and institutional guarantee of the internal governance of the university of Virginia.The first part is the introduction,which is the premise and basic part of the research,including the question,concept definition,literature review,research purpose and significance,research contents and methods.The second part studies the idea of university autonomy,academic freedom,democratic equality,consultation and shared governance,and the participation of multiple subjects in the internal governance practice process of the University of Virginia.The third part studies the internal governance practice of the university of Virginia,and analyzes the main body of its internal governance according to relevant texts,including the board of visitors,the President and administrative leaders,the faculty senate,the staff senate and the student council,as well as their power allocation in important affairs.The fourth part analyzes the system guarantee of internal governance,and discusses from decision-making system and governance mechanism.The decision-making system includes the board of visitors system,the faculty senate system,the staff senate system and the student council system.And mechanism of internal governance,including the decision-making mechanism with multiple subject participation,the coordination mechanism with various forms,the systematic restriction and supervision mechanism and diversified incentive mechanism.The fifth part studies the effectiveness and challenges of the internal governance,and analyzes that the internal governance of the university of Virginia promotes the university to become a trust community,keeps closer the communication between different stakeholders,protects the rights and interests of teachers,and promotes democracy,fairness and justice in the governance process.At the same time,it also faces various challenges.The number of Administrative or Professional General Faculty participating in school management decreases,and the number of Academic General Faculty mainly responsible for teaching increases,weakening of faculty participation in internal governance.Influenced by external politics and economy,the board of visitors is eager for quick success.During the process of governance,there are problems of cumbersome governance and low decision-making efficiency.The sixth part analyzes the problems existing in the current internal governance of Chinese universities.The idea of administrative is prominent,the concept of democracy is lacking;Lack of faculty governance,imbalance of power allocation;The system with university constitution as the core is not perfect.In view of these three problems,our universities should actively build the idea of joint participation,democracy and equality.Promoting the balanced development of multiple powers;and improve the system for stakeholders participation in governance.
