Reconstruction Of Internal Organizational Governance Path Of University Under The Vision Of Governance Modernization

Under the new era,China’s macro-environment has undergone profound changes,and the internal organization and governance of universities urgently needs reform,innovation,and re-engineering.Based on the theory of governance modernization theory,organizational ecology theory and multi-center governance theory,this paper deeply studies the problem of the path of university internal organization governance under the perspective of governance modernization,and analyzes the internal organizational governance environment of our country.Drawing on the practice of organizational governance in foreign universities,this paper proposes the path of organizational governance reform within the university,namely,the value,governance ecology,governance system and governance capacity of promoting the modernization of organizational governance within the university.The research in this paper finds that there are many problems in the internal organizational governance of universities in the new era,which are mainly reflected in the following aspects.The value orientation of the first internal organizational governance is vague,and the overall lack of systematic planning and clear objectives;The second internal organization the diversification of governance subjects has not yet been formed.It should be reflected in the influence of traditional concepts,excessive school intervention,imperfect university related mechanisms,and blocked participation of school entities.The third internal organization type and governance system do not match,mainly as The overlapping of administrative power and political power,the overwhelming administrative power on academic rights,the weakening of democratic power,and the unreasonable distribution of power in schools,colleges,and departments;the degree of specialization of the fourth internal organizational governance needs to be improved.According to the problems found in the questionnaire survey,this paper analyzes the political environment,economic environment,social environment and technical environment of organizational governance within the university,and summarizes the characteristics of internal organizational governance of universities in the western developed countries including the United Kingdom,Germany,and the United States.And analyze the experience that can be borrowed.Based on the above analysis,this paper proposes the path of organizational governance reform within the university from the four dimensions of governance value modernization,governance ecology,governance system and governance capacity.The modernization of governance value mainly refers to the modern value orientation of organizational governance within the university.The specific measures include focusing on the intelligent management of internal organization,establishing a non-minimized concept of governance cost,and pursuing selfrealization of organizational culture governance;governance ecology is mainly formed by academic The central organization of the internal organization governance ecology,specific measures include expanding the scope of academic organization’s independent governance,establishing a multi-center governance mechanism,and improving the construction of democratic management organizations;governance system refers to improving the internal organizational governance system of the university,specific measures include strengthening the governance system and organizational type Matching,clarifying the list of internal organizational governance systems,and strengthening the construction of university rights and relief systems;governance ability refers to improving the degree of specialization of internal organizational governance in the university.Specific measures include strengthening the target incentives for internal organizational governance and enhancing the executive organization’s execution.And enhance the influence of academic organizations.
