Research On The Impact Of Wuhan New Talent Policy On Local Economic Growth

In the new economic era,with the transformation of economic growth mode,human capital,as an important factor of production,plays a major role in promoting economic growth.As high-quality human capital,the quantity and quality of talents determine the core competitiveness of a country or a region.It is of great significance to gather a large number of high-quality talents to stimulate innovation and creativity,promote industrial upgrading,and promote high-quality economic development.With the continuous development of China’s economy,local governments are competing for talents,a resource with mobility,scarcity and high added value.Talent policy has become an effective means for local governments to seize talents.However,in spite of the positive effect of talents attracting,there are also problems of imperfect policy design,which inevitably lead to negative effects such as overall brain drain,low quality of talents and mismatch of talents in various industries.Therefore,how to more effectively attract,use and retain talents,and effectively give full play to the role of talent policies in promoting high-quality economic development,has become an important issue that the current government,enterprises and other relevant institutions still need to solve.Firstly,this paper introduces the research background and significance,and elaborates the relevant theoretical basis.Through the implementation status of the new talent policy in Wuhan,this paper compared and analyzed the economic growth before and after the implementation of the policy,theoretically sorted out the correlation mechanism between the talent policy and regional economic growth,and discussed the current implementation effect and existing problems of the new talent policy.Secondly,this paper selects the relevant data of Wuhan from 2000 to 2019,establishes the benchmark model and mediating effect model of talent policies on economic growth,and conducts an empirical study on the impact of a series of talent policies implemented in Wuhan since 2000 on economic growth.This paper analyzes the influence degree and transmission mechanism of each index on Wuhan’s regional GNP,quantitatively studies the law characteristics of the influence of the new talent policy on Wuhan’s economic growth,and puts forward corresponding countermeasures and suggestions.Finally,based on theoretical and empirical analysis,this paper draws the following conclusions :(1)Wuhan government’s implementation of the new talent policy has a positive impact on Wuhan’s economic growth;(2)Talent policy can promote the development of regional economy by reducing the cost of talent acquisition of regional resource endowment;(3)The optimization of talent structure caused by talent policy can promote the optimization and upgrading of industrial structure,and then promote the development of regional economy.The innovation points of this paper are as follows :(1)In theoretical analysis,it puts forward the influence mechanism of talent policy on talent flow,and the dynamic mechanism of talent aggregation and economic growth,and discusses the logical relationship and correlation mechanism between talent policy and regional economic growth;(2)Previous studies mostly focused on the qualitative analysis of talent evaluation system,while the quantitative research was less.This paper constructed the benchmark model and mediating effect model of talent policy on economic growth and conducted empirical research.
