On November 5,2015,the state council issued the "overall plan for promoting the construction of world-class universities and disciplines",which is the latest form of the policy of key universities in China,referred to as "double first-class" construction.As an important part of higher education,higher vocational education provides important technical skills support and impetus for national economic and social development,industrial structure upgrading and made in China 2025."Double first-class" for higher education,in order to improve the overall level of higher education,higher vocational education should be placed in the national strategic requirements.In this context,this paper will examine the construction of China's higher vocational colleges,explore the characteristics of higher vocational education in line with the "double first-class" construction program,in order to promote the innovative development of China's higher vocational colleges.We will further improve policies and systems,strengthen the construction of colleges,deepen the integration of industry and education,improve the quality of both teachers and students,and comprehensively promote the construction of first-class vocational colleges and the construction of first-class specialties in higher vocational colleges,so as to train a large number of high-quality technical and skilled personnel,meet the needs of industries,and promote economic and social development.This paper is to "double top" under the perspective of higher vocational colleges in our country technology skills,the practice of talent training quality improvement as the research object,using literature analysis method,history method,comparative method,text analysis of the history of talent cultivation in higher vocational colleges to carry out the technical skills,the present situation,analyzes the dilemma,run path and put forward the corresponding optimization based on this path and guarantee mechanism.The construction of higher vocational colleges is mainly guided by the early demonstration colleges,the backbone majors and the later innovative higher vocational colleges.Combined with the distinctive characteristics and unique types of higher vocational education,the construction of "double first-class" in the context of higher vocational colleges generally refers to the construction of first-class higher vocational colleges and the construction of first-class specialties in higher vocational colleges.Under the background of the new era,the construction of "double first-class " in higher vocational colleges is not only an introspection of the achievements after the optimization of the overall connotation of higher vocational colleges,but also a rational attempt to communicate,blend and be full of confidence with the "double first-class " plan,which has far-reaching social,economic and cultural values."Double first-class" is a new stage of high quality and innovation in higher vocational colleges.In order to promote the realization of expected value,its pursuit choice can be summarized into three dimensions of social trust,economic trust and international trust based on the existing direction.Students and parents are the basic index of the first-class construction of higher vocational colleges.Enterprises and industries are the core parameters of the first-class construction of higher vocational colleges.National and international are important observation points for the first-class construction of higher vocational colleges.In order to promote the cultivation of technical skill talents to meet the quality demand of national talents,the dimension analysis of technical skill talents cultivationin higher vocational colleges under the background of "double first-class" should include the standard dimension,technical skill dimension and quality dimension.Standard is the first guide of talent training,skill is the core element of talent training,and quality is the fundamental index of talent training.This study takes the annual report on the quality of higher vocational education in Hubei province(2015-2019)as the main data source,higher vocational colleges in Hubei province as sample analysis object,professional construction,teachers construction,and graduate employment quality dimensions such as systematic investigation and analysis,data time span between 2014 and 2018,on the basis of the generalized out problem of technical skills talents training in higher vocational colleges in our country,for the follow-up on how to better promote the implementation of the technical skills training path discussions with the guarantee mechanism to provide empirical basis.The essential connotation of the construction of "double first-class " in higher vocational education is to coordinate the cultivation of high-quality technical and skilled talents with the needs of social and economic development on the basis of following the development law of things,taking the development of diversification and internationalization as the direction.In the process of construction,starting from the external system guarantee,coordinating the internal linkage mechanism,formulating the ladder development strategy,giving play to the driving force of the government,colleges and enterprises,forming the unique dynamic development mode of "double first-class" higher vocational colleges,and finally transforming into the self-conscious virtuous circle development of higher vocational colleges.In order to promote the quality improvement of technical skills training in higher vocational colleges,it is necessary to take standard as the guide,emphasize skill as the core,grasp quality as the root,and form the integrated criterion and dimension of measurement.
