Research On The Improvement Of Administrative Efficiency Of Higher Vocational Colleges Under The Background Of "Double High-levels Plan"

In April 2019,the Ministry of Education and the Ministry of Finance issued the Opinions on the Implementation of the Plan for The Construction of High-level Higher Vocational Colleges and Majors with Chinese Characteristics(hereinafter referred to as "Double High-levels Plan")."Double High-levels Plan" is an important measure to implement the Implementation Plan of National Vocational Education Reform."Improving School Governance Level" is one of the ten tasks of "Double High-levels Plan".Higher vocational colleges need to seriously explore the path to improve governance system and governance capacity,and the realization of both is inseparable from efficient administrative management.At present,the core evaluation index of higher vocational college administration is efficiency.Therefore,the study of administrative efficiency plays a key role in improving the governance level of higher vocational colleges.However,there are still many problems in the construction of administrative efficiency in higher vocational colleges,and the low efficiency can hardly meet the construction task of "Double High-levels Plan".This paper mainly uses the methods of questionnaire and interview to research,taking Changzhou G higher vocational College selected as the construction unit of "Double High-levels Plan" as an example,combined with organizational efficiency,cost efficiency,decision-making efficiency,executive efficiency and procedural efficiency these five indicators to analyze the problems existing in the construction of administrative efficiency of Changzhou G higher vocational college.Through the research,it is found that Changzhou G higher vocational college has some problems,such as rigid organizational structure,insufficient use of information means,uneven ability of administrative staff,imperfect performance of appraisal system and so on.At the same time,the causes are explored and effective improvement measures are put forward,including streamlining administrative institutions,accelerating information construction,strengthening education and training of administrative personnel,optimizing performance appraisal indicators and so on.It is hoped that this study can provide reference for the improvement of administrative efficiency of higher vocational colleges and provide new ideas for the completion of the construction task of "Double High-levels Plan".
