Study On Constructional Path Of Human Resource Service Industrial Park Based On Industrial Structure Upgrading

With economic structural adjustment and industrial structure optimization and upgrading nationwide,human resource service industry,as an important part of modern service industry,has been highly valued by the country.Relevant policies and systems have been introduced successively,and the comprehensive deployment has been made for the development of human resource service industry from the perspective of national strategy,so as to explore the establishment of human resource service industrial park and promote the concentrated development of human resource service industry.Up to June 2017,Chinese national human resource service industrial parks have grown to 11 units,and more than 60 provincial and municipal human resource service industrial parks have been approved or under the construction already.The human resource service industrial park in Guangxi autonomous region has been initiated and promoted,however,it is slow in implementation and lacks relevant theoretical guidance.This article first studies the practical experience of the construction of human resource service industrial park in China,and provides reference experience for human resource service industrial park construction in Guang Xi.Secondly,start from the human resource demand of industrial structure upgraded in Guang Xi,through studying the problems of the existing problems in supporting system of human resource in Guang Xi,which include the structural contradictions between supply and demand,unreasonable human resource allocation,insufficient training and introduction of high-level talents,and backward development of human resource service industry,so as to analyze the demands of human resource service industrial park construction in Guang Xi and provide reference experience for the establishment of human resource service industrial park in Guang Xi;Finally,the paper,based on the premise of promoting the healthy development human resource service industry and providing effective human resource support for industrial structure upgrading,fully presented thoughts and suggestions for the constructional path of Guangxi human resource service industrial park from the four dimensions including the policy-making of human resource services industrial park,construction orientation,planning layout and the development direction,with the combination of "the Belt and Road Initiative"construction development opportunity.
