High-tech industries are high-tech-leading,knowledge-intensive,and cutting-edge industries.High-tech industries have the characteristics of high investment,high yield,high risk,high penetration,and high strategy,which can promote economic development and technological progress of a country.With the development of China's economy and the continuous promotion of supply-side reforms,China has officially proposed a "high-quality development" strategy,building a modern and competitive industrial system with strong market competitiveness,continuously improving the supply structure,and improving the quality of economic development benefit.Highquality development has the characteristics of multi-dimensional spatial,intensive and innovative development.The high-tech industry needs high-quality development to restrict it,and it needs more high-quality,efficient,green,and innovative development.East China is the region with the most developed economy and the fastest technology development in China.Talents,resources,and ideas are leading the country.The development of high-tech industries in East China can reflect the overall development level of China's high-tech industries.Based on the above background,this paper builds an index system that can evaluate the high-quality development of high-tech industries in East China,to study the high-quality development of high-tech industries in various provinces in East China,and gives development rankings to provide a reference for the development of the industry.First of all,this paper sets out the related concepts of high-tech industry and highquality development,studies the definition of high-tech and the history of change,analyzes the connotation of high-quality development,and sorts out the comprehensive evaluation system.The use of human comprehensive evaluation methods and their advantages and disadvantages;Secondly,the comprehensive evaluation methods to be used in this article are analyzed,and the methods used in comprehensive evaluation of problems are compared,and the analytic hierarchy process,fuzzy comprehensive evaluation method,and TOPSIS are analyzed.The specific principles and steps of the law are prepared for empirical research;once again,empirical research is conducted to build a comprehensive evaluation index system for the high-quality development of high-tech industries in East China based on the principles of purpose,science,system,and operability.An evaluation system with innovation-leading,economies of scale,open environment,intensive development,and green development as the primary indicators was selected.Through the analysis of experts' identification of high-quality development,and for the construction of economic high-quality indicators,MATLAB software was used to calculate the weight of each indicator in the indicator system using the analytic hierarchy process.After obtaining specific weights,based on the high-tech industry statistical yearbook and the statistical data of various provinces,a fuzzy comprehensive evaluation is carried out to comprehensively evaluate and rank the highquality development of high-tech industries in East China,and obtain the high-quality development of high-tech industries in East China.The rankings are Jiangsu,Shanghai,Shandong,Zhejiang,Fujian,Anhui,and Jiangxi.The sub-factor rankings can be used to know the specific ranking of different provinces under different sub-factors.Then use the AHP-TOPSIS method to analyze and compare the high-quality development of high-tech industries in East China,to obtain the corresponding fit degree,and to rank the advantages and disadvantages.It is concluded that the high-quality development of high-tech industries in East China is AHP-TOPSIS.The rankings under the law are Jiangsu,Shanghai,Shandong,Zhejiang,Fujian,Anhui,and Jiangxi.Finally,the ranking of the high-quality development of the overall high-tech industry in provinces and cities in East China under the two methods of AHP-fuzzy comprehensive evaluation and AHP-TOPSIS is obtained,and the ranking under each sub-factor is found.The final ranking of the two methods is found.Roughly the same,there are some differences in the specific sub-factor rankings.The reason is that the two methods use different principles and use of weights,which provides reference opinions for the further highquality development of high-tech industries in provinces and cities in East China.
