Research On Comprehensive Evaluation Of High-Quality Development Of Sports Industry

As China’s economy changes from the stage of high-speed growth to the stage of high-quality development,the high-quality development with "improving quality and efficiency" as the main line has become a new idea for the development of China’s sports industry.The relevant research on the high-quality development of sports industry has increasingly attracted great attention in the academic circles.At present,China’s sports industry is in the early stage of high-quality development.Compared with developed countries,its international competitiveness and influence are still relatively weak,the imbalance and insufficiency in the development process are becoming increasingly prominent,and the contradiction with the people’s escalating sports consumption is gradually increasing.Only by correctly analyzing and scientifically evaluating the overall situation of the high-quality development of China’s sports industry,understanding its own problems and finding the weak points in the development process,can we find the promotion path with a clear aim.However,the research on high-quality development evaluation of sports industry is an emerging field,and there is no complete theoretical framework and system at present.In order to build a scientific and complete evaluation theory and method system for the high-quality development of the sports industry,based on the industrial development theory,high-quality development theory and comprehensive evaluation theory,this study comprehensively uses the methods of combining normative research with empirical research,qualitative analysis and quantitative analysis,analyzes layer by layer,combs the basic theories of the high-quality development of the sports industry,and forms an evaluation framework,A preliminary evaluation index system is constructed.Through two rounds of consultation with 16 domestic experts in the field of sports industry theory and practice,the final evaluation index system of highquality development of sports industry is formed,and an appropriate evaluation model is designed.Finally,taking the high-quality development of sports industry in Shanghai as an example,this paper verifies the feasibility of the application of the evaluation theory and method constructed in this paper.Through the analysis and demonstration of the full text,the main conclusions are as follows:First,the high-quality development of the sports industry refers to the fundamental purpose of continuously meeting and leading the people’s growing sports needs.Under the guidance of the new development concept,the government,society,market and other subjects rely on high-end innovative elements such as knowledge,technology and data,adhere to the principle of quality first and benefit priority,and take the construction of a modern sports industry system as the strategic goal,Taking the organic combination of deepening supply side structural reform and strengthening demand side management as the development main line,and taking quality reform,efficiency reform and power reform as the main path,so as to change the development mode of sports industry,optimize the structure of sports industry and change the growth power of sports industry.The high-quality development of sports industry has the characteristics of multiple objectives,complex content,long-term process,dynamic stage and diversity of standards.Second,the evaluation of high-quality development of sports industry refers to the process that the evaluation subject(government sports system,specialized evaluation institutions,etc.)designs the index system of its system elements based on a certain evaluation model,and uses statistical data to calculate the comprehensive value of high-quality development of sports industry,so as to characterize the trend of high-quality development level of national or provincial(District,city)or local sports industry.Evaluation elements include evaluation subject,evaluation object,evaluation index system,evaluation model and evaluation results.The evaluation framework of high-quality development of sports industry includes four systems: industrial foundation,industrial quality,industrial efficiency and industrial power.Industrial foundation is the starting point of high-quality development of sports industry,industrial quality is the core of high-quality development of sports industry,industrial efficiency is the key to high-quality development of sports industry,and industrial power is the engine of high-quality development of sports industry.They interact and promote each other,Jointly promote the formation and promotion of high-quality development of sports industry.Third,it consists of four indexes,namely,the scale of the primary industry,the efficiency of the sports industry,the quality of the service industry,the basic factor of the sports industry,the quality of the service industry,the evaluation system of the primary industry,the basic factor of the sports industry,the quality of the service industry and the development of the secondary industry,The total output of the sports industry,the added value of the sports industry and the annual growth rate of the added value of the sports industry constitute 55 three-level indicators.Fourth,the evaluation of the high-quality development of the sports industry belongs to the problem of dynamic comprehensive evaluation.The benchmark value comparison method and the "vertical" grading method are an effective method suitable for the time series data(vertical)evaluation of the high-quality development of the sports industry,which can clarify the dynamic trend of the high-quality development level of the sports industry over time.The efficacy coefficient method,"vertical and horizontal" open grade method and spatial autocorrelation analysis method are suitable for the evaluation of panel data(vertical and horizontal)of highquality development of sports industry,and can compare the gap and ranking of highquality development level of sports industry in different regions.Fifthly,from the empirical analysis of the high-quality development of Shanghai sports industry as an example,the high-quality level of Shanghai sports industry is generally on the rise,and the effect of high-quality development is good,but the performance of industrial power and industrial efficiency indicators is not ideal,which seriously restricts the high-quality development of Shanghai Sports Industry.Good development opportunities,sound industrial policies and active market players are the main reasons for the continuous improvement of the high-quality development level of the sports industry.Areas with high index tend to have developed sports market and obvious headquarters effect.Sports industry has become new power of economic development in these areas.
