The release of documents,such as Education informatization 2.0 Action plan,marks the development of education informatization in China changing from the early 1.0 era with the main characteristics of "infrastructure construction,equipment supporting,application exploration",to the 2.0 era with the main characteristics of the "education people-oriented,integrated innovation,system promotion,leading development".The education reform in the information age is based on the popularization,penetration and application of information technology in the education system.The application of digital education resources in education and teaching is an important breakthrough to continuously promote education reform and innovation.Based on the development direction of education informatization in our country and the existing researches in digital education resources construction and application status quo,to comprehensively investigate the construction and application situation of digital education resources in primary and secondary schools in Lanzhou City,the existing problems and influence factors in driving the integration of digital education resource will be deeply excavated here to better promote the construction and application of digital education resources in Lanzhou City and to provide empirical basis for the formulation and implementation of the resources' development planning in the future.This study,using the basic education field of Lanzhou City as the starting point and making the competent education departments of the governed counties and districts,teachers,students and digital education resources platforms as the research object,manages to investigate the construction and application present situation of digital education resources in Lanzhou City,as well discovered their existing problems through investigation and research.The research method combining qualitative and quantitative ones is employed for designing and developing research tools such as survey questionnaire,interview outline and collecting table,and for carring out "online questionnaire survey + offline field investigation",around some aspect like the construction situation and the usage of digital education resources and their platforms.In this article,the current state of the education informatization development of Lanzhou City towards 2.0 era is comprehensively and systematically reflected considering the construction situation and the usage of digital education resources and their platforms,the consciousness and ability of teachers to use digital education resources,promoting measures,deficiencies and suggestions,etc.Survey data show several problems as below.(1)The basic environmental infrastructure levels of digital education resources between the seven districts and three counties of Lanzhou City are not neat.There are 99% of the city's primary and secondary schools having access to the Internet,while most of the remain 1% are remote mountain village schools.Most of all the schools have armed for teachers with the hardware devices of digital education resources,but some of the devices are under the phenomena such as extended service or lack of maintenance;(2)The digital education resource platforms are mainly national or provincial,and the sharing channels between regions are not smooth.There is no mobile terminal for the digital education resource platforms in some counties and districts;(3)The functions of national and provincial digital education resource platforms are basically sound,while county and district platforms still need to be improved;(4)Digital education resource platforms are often used for teaching and its management,so as that the utilization rate of the systems of online lesson preparation and online teaching is not high;(5)The overall service level of high-quality digital education resources is still insufficient. The supply of low-quality resources is excessive while that of high-quality resources is not enough.There is a problem that is structural shortage of resources;(6)There are great differences in the sharing of intellectual resources between urban primary and secondary schools and rural ones,which need to be improved;(7)Teachers have strong awareness and ability of information.The application ability of digital education resources needs to be improved;(8)All counties and districts are supposed to take substantive measures to promote the application of digital education resources.Relevant training contents and forms cannotmeet the needs of education and teaching,and their training qualities needs to be improved.Through the investigation and analysis of the construction and current application situation of digital education resources in basic education field of Lanzhou City,some existing problems are found as follows: The network environment construction levels,which support the application of digital education resources between regions and schools,is not even,and relevant information devices are under extended service and need to be upgraded urgently;Some local digital education resource platforms have not yet achieved connectivity and service collaboration with the national public service platform for education resources,resulting in insufficient supply and structural shortage of highquality digital education resources;The overall service level of high-quality digital education resources is still insufficient,and the supply of low-quality resources is excessive;The co-construction and sharing of digital education resources need to be improved;Teachers' information literacy still needs to enhance and so do their ability to apply digital education resources;The guarantee system of digital education resources needs to be improved.On the basis of finding the problems,this study puts forward some Suggestions for promoting the construction and application of digital education resources in Lanzhou City: To perfect the basic environment construction of digital education resource and to reduce the gap of colleges digital education hardware resource;To break down the barriers of digital education resource platforms between regions and to improve the digital education resource service system;We will explore a resource-sharing mechanism and promote the joint construction and sharing of high-quality digital education resources;Improve the information literacy of teachers and students and promote the effective application of digital education resources;We will improve the construction and application guarantee system of digital educational resources and promote their regular application.
