With the development of information technology in Education, our country havebeen invested in a lot of financial and material resources in education industry, Theinfrastructure of digital learning has been significantly improved, especially thenetwork technology and related infrastructure construction of computer technology,which has be greatly improved in urban schools. but the rural primary and middleschools which located in a remote mountain village school are still weak in Theinfrastructure construction of digital learning, particularly the application of digitaleducation resources is much worthy of attention. there are a great deal of problems inremote rural areas such as less investment in education, poor infrastructure, theteacher information accomplishment is low and many problems in the application ofdigital education resources. So it has the very big promotion space. This paper seemsthe application of digital education resources in primary and middle schools in ruralareas as the starting point. it will appears the problems that primary and secondaryschool teachers in Baiquan county rural problems on the application of digitaleducation resources by analysis of the literature, field visits, questionnaireinvestigation and then further analysis and Summing up these problems. At last putsforward the related countermeasure to provide some suggestions and references forthe rural area middle and primary digital education resources application level.This paper is divided into six parts:The first part: Introduction. The main background, the research significance,research methods, research object and other aspects are elaborated.The second part: The theory foundation of the study. Integrating theory, digitaleducational resources and the sustainable development theory are elaborated and drawout suited theory of knowledge which digital education resources construct anddevelopment theory construct. The digital education resource and theory discussion,which became the basis of the theory.The third part: The concept and characteristics of digital education resources. Inthis part, the concept of digital education resource types and characteristics arediscussed. Through the collation of relevant literature to sure the concept of digitaleducation resources, the characteristics and the type of digital education resources.The forth part: It is the application and analysis of digital education resources inrural primary and secondary schools. Based on the local education bureau relevantstaff interviews, the township primary and middle school teachers’ questionnaire survey, and the teaching points observe for Baiquan county’s rural digital educationresources application make a specific analysis and find out the existing problems andanalysis the reasons below.The specific issues:First, based on the hardware resources are weak and uneven distribution.Second, digital educational resources shortage and low quality.Third, digital education resources application level is low.Forth, the level of teachers’ information technology appeared polarization.Fifth, Some teachers treat the digital educational resources low degree ofrecognition.Sixth, mobile cyber source fills the blank of cable cyber source, but theapplication is narrow.The fifth part: Puts forward relevant strategies. According to the researchquestion and reason, put forward relevant strategies.Specific strategies:To strengthen the study on the effective utilization of hardware facilities,promote the rational use of resources, combined with the local situation to promotethe integration of digital resources, realize sustainable development of resources.As "transfer, help, take" expand teacher negotiation range, improve the level ofapplication of digital education resources, broaden the training channels, the age ofteachers piecewise training, eliminating polarization.To improve the whole digital application level of education resources,strengthen the propaganda and guidance and policy requirements.To improve teachers’ acceptance of digital education resources, strengthen theconstruction of wireless network, improve the utilization rate of wireless cyber source.The sixth part: Conclusion.This part of the main contents is that the innovation of this research, theresearch`s shortcomings and which need to continue to explore.
