For the constraints of geographical environment and economic development, the information-based construction and application in compulsory education schools of countryside and pastoral area had always lagged behind ones in city schools in the Inner Mongolia. If we could understand the information-based application status and problems of these schools and explore the solution method, there was a great theoretical and realistic meaning to promote education information-based development in the Inner Mongolia. Application of digital teaching resources of school is the ultimate goal of information-based construction and the application. It is the specific reflection of information-based education in schools. To some extent, it represents the level of information-based management and application of the school. In this article, the author took the application status of digital teaching resources of countryside and pastoral area of Inner Mongolian schools as the research object. Through the questionnaire survey, interview and investigation, the author investigated and analyzed the application situation and questions of digital teaching resources, and put forward proposal. It consists of five chapters in this article. The author introduced the researching background, ideas and methods, and reviewed the related research at home and abroad in the first chapter. In the second chapter, the author described design of survey, implementation of survey, design of questionnaire, and so on. The author defined the related concepts, and summarized the research process in the chapter. The author made a systematic analysis to the survey results in the third chapter, including the teacher’s information-based literacy, the attitude of resource application and so on. In the fourth chapter, the author made the conclusion and put forward proposals. The conclusion included:1、The teachers’information-based literacy has been improved in general. Application environment has been improved somewhat. However, information-based infrastructure that is the main reason to restrict the application of information technology was still very weak.2> The channels that teachers acquired resources by were diversify. High-quality teaching resources, especially the Mongolian resource, were very scarce.3、 The application of information technology that had been popularized need to guide and train. The author put forward proposal, including bringing up the projects of special information-based infrastructure construction for the compulsory education school of countryside and pastoral area, establishing guarantee funds of information, strengthening training and teaching of resource application, and so on. In the fifth chapter, the author analyzed the existing problems and researching focus in future.There are any innovation in this article, such as focusing investigation on the attitude and cognition of subject teachers on the digital teaching resources application, researching and analyzing the application situation and environment of digital teaching resources for compulsory education schools of countryside and pastoral area.
