Nowadays,to build a powerful country in science and technology,we must attach importance to the training of talents.The competition of comprehensive national strength is the competition of talents in the final analysis.No matter which country,we need to pay attention to the training of talents and improve the incentive mechanism of talent evaluation.Under the new normal.the economic growth rate slows down,more attention is paid to ecological environment protection,and people's livelihood is improved.The tax work becomes more complex,and it is urgent to establish a tax talent team with strong working ability and comprehensive literacy.At present,China is carrying out a new round of financial and tax system reform.In this process,solving problems and deepening the reform are inseparable from the participation of tax talents.Tax talents are the most important driving force and forerunner for the establishment and improvement of China's tax system.H Tax Bureau in Tongliao was established by the combination of H National Taxation Bureau and Local Taxation Bureau.It was officially established on July 20,2018,and is responsible for the collection and management of VAT.personal income tax,enterprise income tax,vehicle purchase tax and other tax.H Tax Bureau in Tongliao has 23 departments,including office,personnel education department,financial management department,policy and regulation department.There are 275 cadres and employees in total.In the past five years.26 civil servants have been recruited,including 9 of the post-80s and 17 of the post-90s.which has added fresh blood to the talent pool of H Tax Bureau.However,at present,it seems that there are still some problems in the tax personnel training of H Tax Bureau.First,the concept of tax personnel training is not strong;second,the structure of tax personnel is not reasonable;third,the incentive measures for tax personnel are not perfect;fourth,the tax personnel training is not in place.Through the analysis of the actual situation of H Tax Bureau in Tongliao,the causes of the problems are:first,the concept of tax personnel training is lagging behind;second,the management mode of tax personnel has defects;third,the lack of strategic thinking on tax personnel training;fourth,the lack of tax personnel training mode.Based on Schulz's human capital theory,public human resource management theory,Maslow's demand level theory,McLellan's achievement demand theory and references,combined with the actual situation of H Tax Bureau in Tongliao,this paper puts forward the following countermeasures:first,to change the concept of tax personnel training;second,to integrate the allocation of tax personnel resources;third,to innovate tax personnel The fourth is to optimize the training mode of tax talents.The above four countermeasures are put forward in combination with the problems found in the tax personnel training work of H Tax Bureau in Tongliao,the analysis and understanding of the problems,and the actual situation.I believe they will be helpful to the tax personnel training work of H Tax Bureau of Tongliao.
