The reform of the local tax collection and management system will promote the modernization of the national governance system and governance capacity,greatly reduce the cost of Taxation and tax payment,improve the efficiency of tax collection and management,and enhance tax law compliance and taxpayer satisfaction.Grass-roots tax bureaus are the first line of tax reform,development and stability.They are the specific executors of various policies and policies.They shoulder the important responsibilities of promoting the scientific development of taxation,promoting social harmony and serving the people.The quality,ability,style and overall image of grass-roots taxation personnel are closely related to the development of taxation.It is of great significance to improve the quality and ability of grass-roots taxation personnel and ensure the steady progress of tax system reform to do a good job of human resources training in grass-roots taxation system.Based on the analysis of the theoretical research results of personnel training at home and abroad,this paper carries out a questionnaire survey on training for all in W County Taxation Bureau,and finds that the characteristics of staff in W County Taxation Bureau are more distinct after the merger of local tax institutions:large age span,business incompatibility,psychological maladjustment.There are some problems in W County Taxation Bureau personnel training,such as low enthusiasm for training,weak practicability of training content,weak teachers and lack of supervision and evaluation measures.The reasons for these problems are that the training concept is not perfect,the training content is out of line with the actual work,and the training mechanism is not perfect.In order to solve these problems more effectively,on the basis of drawing lessons from the training experience of tax authorities at home and abroad,combining with the training practice of grass-roots tax bureaus in our country and employing the personnel training theory,this paper puts forward the training idea of enhancing the importance of organizers and trainees and establishing lifelong education,and carries out full investigation and analysis before training,and adheres to the principle of teaching in need.Develop training plans,innovate training methods,classify and classify the training contents according to the characteristics of the grass-roots tax system;broaden training resources by integrating social resources,broadening training channels,expanding training teams,strengthening teachers,maximizing the use of training funds;establish effective evaluation and incentive mechanisms to enhance training effectiveness,so as to enhance taxpayers.The purpose of training the staffs various qualities.
