In China's education system,vocational education is an indispensable and important part.As a kind of application-oriented talent training mode,the talent cultivation mode of "Middle-High Level Vocational Education" is the most basic and an important part of the vocational education and training system.The personnel training mode of the through education in middle and higher vocational colleges is a work in the national vocational education reform.After the introduction of the policy,it has not only solved the employment and enrollment problems of secondary vocational students and higher vocational colleges,but also cultivated a group of skilled talents with higher skill levels,which has certain influence on the development and status of the school.From the perspective of education management and education policy supply,this paper attempts to study the current situation and shortage of linked education in higher vocational colleges and universities by referring to the relevant literature on linked education at home and abroad.This paper explores and analyzes the restrictive factors of the policy of linking personnel training in middle and higher vocational colleges,and puts forward countermeasures and suggestions on the public policy,social resources and school management of linking personnel training in middle and higher vocational colleges,so as to ensure the smooth implementation of linking education,improve the quality of talent training,and provide new ideas for optimizing the policy of linking personnel training in middle and higher vocational colleges.This paper conducts field investigation and research through interview and questionnaire survey.By means of questionnaire survey,450 students from 6 middle and higher vocational colleges of CJ college in Shanghai were investigated.This paper analyzes the implementation of mastery education for students in Middle-High Level Vocational Education.At present,there are problems in policy support,enrollment and employment,teaching staff,talent training,and conditions for running schools.The interview method was used to interview the professional directors and full-time teachers of CJ college in Shanghai.Based on the interview,this paper analyzes the restrictive factors of the cultivation policy of the talents in middle and higher vocational colleges from three aspects,aiming at the problems existing in the cultivation of the talents in Middle-High Level Vocational Education.From the point of view of policy system,mainly is the relevant system is not perfect,policy implementation and interpretation work is not in place.From the social perspective,the main constraints are the limited enrollment system,the poor employment situation of graduates,and the shortage of off-campus internship and training resources.From the school level,there are mainly weak teachers,imperfect teaching management system,insufficient school conditions,student management difficulties and so on.On the basis of deeply analyzing the factors that restrict the cultivation policy of the talents in Middle-High Level Vocational Education,this paper puts forward some countermeasures and Suggestions for the optimization of the cultivation policy of the talents in middle and higher vocational colleges by further strengthening the policy guidance,comprehensively integrating social resources and improving the school management system.In terms of strengthening policy guidance,it is suggested that the government should strengthen the top-level planning of application-oriented personnel training,and build a multi-subject comprehensive talent training system for middle and higher vocational colleges.In the integration of social resources,it is suggested to promote the reform of enrollment system to ensure the quality of students;1+X certificate system to improve student employment rate;Make use of vocational education collectivization to run schools and expand school-enterprise cooperation.In terms of improving the school management system,it is suggested to establish all kinds of scientific management systems,including the teacher sharing mechanism,the educational administration and teaching management system,the establishment of the special fund system for the connection between higher vocational colleges and secondary vocational colleges,and the overall planning of the connection management system for higher vocational colleges and secondary vocational colleges.
