Made in China 2025 is an action plan for the first decade of China's strategy of building a manufacturing power.It provides a top-level plan and road map for China's manufacturing industry in the next decade.The key to the "Made in China 2025" strategy is to realize the transformation from "Made in China" to "intelligently made in China",which ultimately depends on a large number of skilled technical personnel.At present,the training of technical and skilled personnel cannot well meet the needs of China's economic and social development in the transition period,especially the development needs of new economy,new model and new business format,which are reflected in the quantity,quality and structure of technical and skilled personnel.Under this background,it is of great importance and practical significance to study the training of technical and skilled personnel in Hubei province and discuss the training reform of technical and skilled personnel in Hubei province from the perspective of the "3+2" segmented joint training pilot in colleges and universities.This article take investigation and study,the methods of literature study,comparative study,through the system research of hubei province the first to participate in the 3 + 2 designed 21 of this joint training in higher vocational colleges and 14 "3 +2" joint training applied undergraduate colleges pilot implementation,found that lie in the imperfection of the pilot reform of supporting policies,failure to form a multiple joint main body education resultant force,undergraduate and higher vocational curriculum integration interface is not quite close together,the main problems such as the imperfection of the teaching quality monitoring and evaluation.Jiangsu province and Tianjin City,which have been successful in the pilot reform of training of technical and skilled talents in China,were selected to carry out the sample survey and horizontal comparison of the pilot practice of joint training reform.The comparative study is conducted on the training of applied technical personnel in developed countries in Germany.The following inspirations and lessons can be drawn from the domestic part: First,the competent education authorities explicitly require participating colleges and universities to set up specialized institutions to carry outspecial management on the promotion of pilot projects,and give policy support to those colleges and universities with good implementation effects and cancel those with irregular enrollment management according to the trial results.The second is to adjust the specialty setting flexibly,focusing on serving the talent demand of regional economic development,lowering the enrollment index for the majors with oversupply,and raising the index and giving strong support to the majors with new energy,intelligent manufacturing and Internet of Things.Third,adequate funding guarantee;The foreign part;First,the government takes the initiative to regulate and guide vocational colleges and industries to strengthen substantive links,and provide necessary support to vocational colleges and enterprises in terms of laws,policies and funds.Secondly,the equal participation of multiple subjects is advocated to form a resultant force.Strengthen multiple subject responsibilities,such as industries,enterprises,higher vocational colleges,and undergraduate universities,strengthen cooperation at various levels,and form an effective operation mechanism,so as to achieve the in-depth integration of higher vocational colleges and universities,and the full participation of both sides in talent training interactive mechanism.To learn from the experience and lessons of technical and skilled personnel training at home and abroad,according to the current basic national conditions and the development status of higher vocational education,and aiming at the main problems existing in the training of technical and skilled personnel in Hubei Province,this paper puts forward some countermeasures and Suggestions to further optimize the training mode reform of "3+2" joint training of technical and skilled personnel in Hubei Province.One is to strive to improve the design of the faculty-based joint training system.There are rules to follow and ways to follow in the practice and operation of talent training in pilot colleges.Second,we will further encourage the equal participation of diverse subjects from the perspective of laws and policies.Encourage enterprises to deeply participate in the training of technical and skilled talents,especially strengthen the enterprise experts to deeply participate in the personnel training objectives,personnel training program formulation and teaching implementation process;Third,optimize the linkage mechanism of special-education joint training,reasonably set up courses,scientifically set up the talent ability structure,and ensure the 5-year training is consistent and smooth.The fourth is to establish an integrated quality monitoring system and promote the reform of evaluation methods.Fifth,in the face of this new way of talent cultivation,each school-running subject should actively explore innovative teaching methods and means,strive to cultivate comprehensive quality of talents,and ensure the output of technical and technical talents.
