A Policy Study On The Training Of High Skilled Talents In Technical Colleges

China is changing from a country with large population to a country with a great human resource, and the mechanic education will assume the important historical mission. Over the years, the technical colleges have always adhered to the school-running orientation which is "market-oriented and targeted on employment", vigorously cultivate the students’ operating skills, and become the cradle of high skilled personnel training.Now, "learning technology in the technical school, and to technical school for recruitment " has become the consensus of the whole society, and the graduates employment rate of technical college is generally maintained at more than 95%.Nevertheless, as an important part of vocational education, technical education hasn’t be given sufficient attention by the relevant departments of the state, and the relevant supporting policies are also rare. Even if there are some policies related to technical education, it is difficult to be implemented. For a long time, technical college is immersed in awkward condition to survive in the cracks.In order to straighten out the methods better of cultivating high skilled personnel training, talent demand of enterprise and public policy of local government, this paper first expounds the research background, significance, domestic and foreign research status, ideas and methods for the training policy of high skilled personnel of technical colleges, and then makes a systematic analysis for the current situation of high skilled personnel training and demand for high skilled talents in industrial development. Finally, systematically sort out the public policies, problems and reasons on the cultivation of high skilled talents in Zhenjiang City according to some public management theories about government public policy, government decisions, small government theory, process reengineering theory and so on, and thus draws more scientific and reasonable policy ideas and suggestions.The research of this thesis focuses on three aspects:firstly, to study the relevant theories on high skilled personnel training of technical colleges of serving the local industry development; secondly, to study the present situation of the cultivation of high skilled talents in Zhenjiang; thirdly, to study the recent cultivation situation and related policies of high skilled personnel of other cities in China. The research found that the training of high skilled personnel in Zhenjiang has a certain universality. With reference to the actual situation in Zhenjiang, this paper puts forward some targeted countermeasures and measures to improve the financial policy, enterprise guiding policy, and enrollment policy.All in all, the paper starts from focusing on the research of high skilled personnel training to collect and sort out a large number of relevant literature on high skilled personnel training, industrial development and local public policy and other aspects by serving the development of local industry as the starting point and taking the Zhenjiang municipal government public policy as a guide, and put forward reasonable proposals based on research above. It is hoped that this study can play a positive role in the cultivation of high skilled talents in Zhenjiang, and train more and better high skilled talents for the construction of southern jiangsu modernization demonstration area in Zhenjiang.
