Performance appraisal system is the core issues of modern enterprises humanresources management. The Enterprise performance inspection's production has itsinherent theoretical foundation, it also will develops unceasingly along with economicand social progress, organization configuration change of enterprise and marketcompetition becomes increasingly fierce, and plays more and more important role inthe business management domain. Nowadays, the market competition is day by dayintense. All of companies want to maintain sustainable business, want to own anexcellent team with competitiveness and strong cohesion, hope to enhance the corecompetitiveness constantly, and increase enterprise value and social value. Therefore,human resources management has become the enterprise priority. The establishment ofa practical, workable performance appraisal system is conducive to raising the level ofbusiness performance, enhance their core competitiveness.Full text is divided into four parts: first, introduced the research background,purpose and significance in front of this paper, after a deep research on modernperformance management theory in the present research and practice in domestic andforeign enterprises?proposed this research mentality and research methods; Second,through the investigation on the Water Gong Huang Company, the paper analyses theexisting problems of the current performance evaluation system, and analyzes thehistorical and realistic reason caused these problems; What's more, embarks from goaland the principle of performance appraisal, combining with the practical situation thatthe current management of people is transforming from the traditional personnelmanagement to modern human resources management, defined the improvementdesign mentality, and improved the basic work of performance appraisal--workanalysis, constructed a new set of performance appraisal system, and designed theperformance assessment form; Finally, this article puts forward the new performancemanagement system implementation's safeguard measures, has been clear about thenew performance evaluation system's contents such as the implementation processimplementation process, examination subjects, cycle and methods, performancefeedback, and the inspection result utilization and so on, then predicted the possibleproblems in the implementation process, and given the correspondingcountermeasures. This article take the modern performance appraisal theory as the instruction,through generalizing and analyzing correlation material which company inspects the,and the interview of colleagues on management and own experience, and combinedwith the interview of managers and colleague and own experience, proposedtarget-oriented the company basic unit staff performance appraisal systemimprovement's concrete mentality, has constructed the new basic unit staffperformance evaluation system, and has been clear about related content in itsimplementation. Its significance is that? first?to provide a theoretical basis for WaterGong Huang company's performance management system improvement.
