Nowadays, one of the most important resources is human resource(hereinafter referred to HR), the quality of utilization and management of HR is crucial for an enterprise. The utilization of HR is much more than merely a personal management tool. Rather, It is especially need you to learn your employees’strength, level and characteristics by means of management, then to seek the apt ways to develop and motivate them with the aims to spur their potentials and continuously boost performance. In turn, the enterprise obtains its interests as results of the employees’ performance are guaranteed. It is naturally therefore that enterprises often undertake the Performance Management and Evaluation to achieve this goal. Performance evaluation refers to a set of formal, structured system of measuring, assessing and impacting employees features, behavior and results which related to their work. There is a large variety of evaluation modes and assessment indicators in terms of different industries, enterprises and, thus, how to design a set of effective evaluation system is a serious difficulty to HR management.In recent years, due to the universal recognition of the positive role OCB played in group performance and employee performance, as a evaluation index, scholars begin to focus on OCB. As a non-duty behavior, employees performance of OCB is of great significance to enterprises. According to previous studies, after recognition and motivation by performance evaluation, the function of performance, which created by OCB, can be strengthened. Which encourage employees to do more organizational citizenship behavior, the more organizational citizenship behavior will lead to higher quality performance. That means OCB and performance go into a virtuous cycle. The enterprise would gain continuous productivity from the virtuous cycle.Regards the evaluation system of sales-staff performance in Guoyuan Agricultural Insurance Co., LTD.(hereinafter referred to as the Guoyuan Agricultural Insurance company) as the research object, this article would try to introduce the assessment indicator of OCB, in order to innovate the performance evaluation of insurance sale, which based on analyzing problems existed in the original performance evaluation system. In this text, the research content is divided into six parts, respectively is: First, introduction. Introduces the research background, research purpose and significance, research ideas and methods and possible innovation points.Second, brief introduction to relevant theories. Expound some relevant theories, such as concepts, principles, methods of performance evaluation, the concept, dimension and influence factors of OCB, the relationship between OCB and performance, in order to establish the basic research theory in this paper.Third, introduce the evaluation system of sales-staff performance in Guoyuan Agricultural Insurance company, try to find out the present problems and the causes of problems according to the existing institution.Fourth, as a first step, confirm the purpose, direction, principle, process and performance evaluation methods among the innovation of the evaluation system of sales-staff performance in Guoyuan Agricultural Insurance company. Then design an evaluation system of sales-staff performance in Guoyuan Agricultural Insurance company based on the perspective of OCB.Fifth, relevant to the support from the enterprise leadership, training courses before implement of the evaluation scheme, feedback of the evaluation scheme, the evaluation results and so on, this part would analyze the implementing guarantee of the evaluation system of sales-staff performance in Guoyuan Agricultural Insurance company, which is based on the above research.Sixth, conclusion. Summarize the research design of this article and give a research and practice prospect in the future.
