In performance management domain,all the kinds of performance appraisal tools are endless,such as MBO,KPI,The Balanced Scorecard(abbreviated as BSC),and EVA.How to form the new assessment mechanism which matches the group control mode,organizational structure,and processes,structure and stakeholders expectation is the most important premise and basis which can guide the business group to achieve the breaking through performance.Based on literature research,the paper analyses present situation of appraisal to business group in China Communication Corporation Group(hereinafter referred to as the Company)and find the following questions:Firstly,the appraisal system can not link with the company strategy closely and can not reflect the landing and closed-loop of strategy.Secondly,the management costs of assessment indicators are high,and there is no dedicated supporting IT systems,also there is no organic integration with other management tools.Again,the assessment requirements are too rigid,lacking of communication and feedback,and managers can not focus on the excessive number of indicators which have increased management cost.Finally,the high-performance culture makes a lot of administrative actions anamorphosis.In order to realize the strategy intention,basing on the following principal including public evaluation system,process control principles,information feedback principle,continuous improvement principle,motivating principle,the company use the strategy decode method to filter the performance appraisal indicators and confirm the weight,target and the evaluation standard,so as to establish BSC appraisal system for the Group.To achieve the company's strategic objectives fallback,the company must use the performance appraisal system as a support and use the management operation system to maintain the company's linkage between the various management subsystem and synergies,but the company must think over the difficulty of change and prepare the implementation steps and safeguard to meet real business requirement,in order to explore the innovative and strategic performance appraisal mode for the business group in the whole group.
