Our country is in rapid development period,the end of the 12th five-year plan,much starker choices-and graver consequences-in planning are planned,in advancing urbanization,large population base,population is also increasing,less than one,the shortage of arable land,soil pollution,food safety issues are important problem facing the current state,these problems will hinder the further development of China.Land reclamation as promote the efficiency of land resources,improve the utilization efficiency of land resources,prompting people to harmonious relationship,the important means of mining land productive potential,extensive attention by the country,the governments at all levels.Land consolidation project is subject to public investment projects,but its final effect still need to bring benefit,the efficiency of land reclamation project measure is an important research topic of land consolidation,to study,is conducive to further to supplement,has important reference for future project implementation.The full text is divided into six parts,the first part of the introduction,mainly elaborated the research background,research significance and predecessors' studying results,the research goal and the content,research method and technical route,and possible innovations and shortcomings;The second part of related concepts and theoretical basis,define the land management,rural land renovation project,the concept of efficiency of rural land renovation project,this paper introduces the principal-agent theory,stakeholder theory and incomplete contract theory;The third part of the rural land consolidation project operation process,introduces the whole process of project operation;The fourth part methods and procedures of land consolidation project efficiency measures,build the evaluation index,the matter-element analysis method is introduced;The fifth part the empirical analysis,empirical analysis was carried out on the X in yandu district project,build the matter-element analysis model to evaluate the efficiency;Sixth part of the research conclusion and the countermeasures and Suggestions,through the analysis of empirical results found that the project overall efficiency in the "good" rating,"the late implementation of the management,cultivated land area increase rate,irrigation area rate,increase rate,the area of machine-cultivated land revenue increase,grain production capacity increase the rate,the employment rate,improve the rate of land use,vegetation coverage rate" indicators become obstacles to the project efficiency rank correlation is the main factor.In view of the above constraints,this paper puts forward countermeasures and Suggestions to strengthen the rural land renovation project later period management,agricultural scale management,and increasing agricultural input,strengthen rural land renovation project management measures.
