Research On The Efficiency Evaluation Of The Liao Ning Province's Technology Innovation Policies

Nowadays,the global economic structure adjustment is in full swing and the trend of the integration of science and technology is further strengthened.Technological innovation plays an increasingly important role in solving a series of major problems of social sustainable development.In this international context,the country's demand for strategic technology support is more urgent than ever before.At the same time,the state introduced a new round of the Northeast revitalization policy,and therefore it has become Liaoning Province's rare historical opportunity in response to national strategy call and take the road of innovation.Unfortunately,although Liaoning Province has rich resources,good industrial base,the technical level is backward,the institutional mechanism is not flexible enough.Thus economic development,technological innovation and there is still a big gap in the economy development and technological innovation compared with the southeast coastal areas.In the latest release of 2016 GDP list,the GDP of Liaoning Province has a negative growth for the first time.Technological innovation is an inexhaustible motive force for economic development,Liaoning Province,the gradual decline in GDP growth to a certain extent,reflects the lack of technological innovation power.This is not only reflected in the ability of technological innovation,but also reflected in the efficiency of technological innovation.Therefore,It is very important and urgent.for Liaoning Province to use a scientific approach to evaluate its efficiency of its technological innovation policy to make the best use of its opportunity and do better in the new round of the revitalization of the three northeast province.This paper first reviews the relevant literature and theoretical basis at home and abroad,and provides the theoretical basis for the analysis of the operation mechanism of technological innovation policy in Liaoning Province.Secondly,this paper constructs the evaluation of technological innovation efficiency in Liaoning Province from the perspective of financial tools to promote technological innovation policy of the inputoutput index system.Then this paper makes a statistical analysis on the output of technological innovation policy and technological innovation achievements in Liaoning Province,and makes a dynamic and static measure of the efficiency of technological innovation in our province by using input and output data and DEA model.Based on the study,the efficiency level of technological innovation policy in our province is lower than that in Beijing,Shanghai,Guangdong,Jiangsu and other economically developed and technologically advanced areas.Under the existing output level,there is a waste of investment Resources are not being used efficiently.Finally,because of combining the previous research results,this paper puts forward the concrete countermeasures and suggestions to improve the efficiency of technological innovation policy in Liaoning Province from the perspective of technological innovation policy tool.
