Research On Evaluation Of Incentive Policy For Scientific Technological Innovation Of B County

Innovation is not only an important factor which may create prosperity,but also the powerful thrust to the development of economy and society.The strategy of innovation-driven development which was proposed on the 18th National Congress of CPC defines the core role in the national development.A steady stream of development in China is "innovation-driven".As the foundation of national innovation,regional innovation gets a lot of attention.Because of big differences of factor endowments,governments usually incentive policies according to their own characteristics.Due to the guidance of Innovation Incentive Policies,county B who ranked 50th in China’s top 100 innovation counties,entered the first phalanx in 2019.In recent years,county B has implemented the strategy of innovation-driven development,and formulated a series of local innovation incentive policies based on innovation incentive policies at all levels.As lots of innovation incentive policies have been promulgated,the lack of targeted,comprehensive and systematic evaluation of policy implementation is shown up.That is why I’d like to study on the evaluation of technology innovation incentive policy of B county.By reading literature,studying the theorems of public policy evaluation,relationship of government-enterprise,theory of incentive,and so on,I know how to evaluate the technology innovation incentive policy.So,I carry out this study based on not only my relevant experience,but also a series of methods just like statistical analysis,literature research and comparative analysis.First of all,the study not only puts forward the background and significance,but also introduces the relevant theoretical foundation,comb innovation incentives and policy evaluation of the relevant research.Then,it reviews the innovation incentive policies of China,Jiangsu province,Yangzhou city and B county.A questionnaire survey was conducted on 469 industrial enterprises in B county to understand the implementation status of the incentive policy of technological innovation in B County and the satisfaction of the policy object.As well as setting up evaluation index and establishing the systematic evaluation system,the entropy method and fuzzy comprehensive evaluation method are used to process and analyze the index data.Based on the objective data of county B from 2010 to 2020,this paper evaluates the effect of technology innovation policy.Finally,on the basis of case study,suggestions like strengthening the implementation of incentive investment policies for scientific and technological innovation,stimulating the market vitality of scientific and technological innovation and stimulating demand policies,optimize the service system of scientific and technological innovation incentive environment policy are put forward.
