Study On The Performance Evaluation Of Rural Land Circulation In Anhui Province

Below the backgrounds of new-type urbanization,the problem of rural land circulation receives much more concerns.In 2007-2015,rural land circulation scale expands gradually in Anhui Province,which makes the performance of rural land circulation promoting a lot better than the national average level.However,there is still several problems in the rural land circulation of Anhui Province.In this paper,13 indexes from 3 aspects including economy,society and ecology are chosen to construct the evaluation index system of rural land circulation.By using Analytic Hierarchy Process(AHP)to weight the indexes and using comprehensive index method to calculate performance,we can quantify the result of comprehensive performance in rural land circulation.Therefore,it can be used to investigate the influence factors of the performance of rural land circulation in Anhui comprehensively.Analyzing from the correlation indexes of rural land circulation in 2007,2011 and 2015,the consequence illustrates that the developing rate of all-around performance in Anhui's rural land circulation is 12.41%,the growth rate of economic performance in Anhui's rural land circulation is 10.43%,the growth rate of social performance in Anhui's rural land circulation is 39.61%,and the growth rate of ecology performance in Anhui's rural land circulation is-71.11%.By comparing with the data in nationwide and Jiangsu Province at the same period,the economic and social performance in Anhui Province is better while the ecology performance in Anhui Province is obviously decreased due to ignoring the protection of agricultural environment.According to a comprehensive analysis comes to a conclusion as follows: industrial structure,urbanization rate,eco-agriculture development and rural land circulation mechanism can all have an effect on the economic,social and ecology performance in rural land circulation.To solve the problems above,the government can allow full play to the effect of market mechanism and macroscopic readjustment and control by optimizing the industrial structure to advance the changing from traditional farming to modern agriculture and encouraging characteristic innovation-type enterprise to develop in a self-directly road.The government can also reinforce policy guidance and institutional improvement to complete the living security system of rural residents.This can greatly enhance residents' will of land circulation and effectively promote the new-type urbanization in Anhui Province so as to properly settle the hire of rustic worker and efficient distribution of rural territory resource.Land is the most basic and indispensable resource,so we need to carry out green action and show green awareness during land circulation.By build effective mechanism in rational utilization and protection of land resource and achieving the unify of economy,social and ecology performance of rural land circulation with minimum agricultural resource consumption,the Pareto Optimality in comprehensive performance of rural land circulation can be achieved.
