Study On Rural Land Circulation In Anhui Province

Land is economic basis and precondition of human survival and development,meanwhile,it is the source of wealth and fortune.To farmer,land is the essential part for agriculture production and operation,moreover,it is the most reliable living supporter.Therefore,land issue is the core of "Three Rural Issues".Along with propelling of industrialization,informatisation,urbanization and agricultural modernization in our country,and shifting of surplus labour force in the rural area,the land contracting management was invented and utilized extensively.At the same time,concentrated,moderate scale managementcould be turned into reality,and become feasible.However,due to the fact in our country,large population with relatively arable land,the land circulation still has the problem of delaying,slack and inactive.The objective fact of hysteretic industrialization and urbanization comparatively contributed to this issue as well.Thus,it leads to the problem that new business entities find difficult to improve the effectiveness and efficiency of land circulation.Moreover,the tendency of "nonfood" lifts up the difficulty level in moderately control of land circulation.This situation contributes to the slow development of modern agriculture,the land production rate,labour force efficiency and usage of new technologies.It will cause further problems in land circulation management in scale,and produce the impendence of agriculture supply structural innovation and modernization.Under consideration of this condition,this article focuses on the area of Anhui province,which has significant position in protecting national food security and cultivating land circulation efficiency.Moreover,it has the distinct and typical contemporaneity in location,position and status among various areas in China.Based on the in depth research of the present situation in Anhui,market behavior and stage characteristic in land are analyzed and defined,the restrict factors of rural land circulation and benefit are excavated,comprehensive performance of the new business entities is evaluated systemtically,,the scope of the new business entities developing moderate scale operation is set.The main part of the dissertation contains the following parts:The definitions of land,land circulation,new business entities and moderate operation scale,including the explanations of modern agriculture,the effectiveness of circulation.Also,referring to domestic and overseas relevant theories,containing Marx's theory on land,supply and demand theory of land,the Marxism plutonium of contemporary China,raised the hypothesis for this dissertation.Analysis of land circulation current status in China and Anhui Province.Firstly,introduce the invention,development,transition of the land circulation;secondly,illustrate the basic background of land circulation in rural area in Anhui,including its traits,models and its effects,and therefore,summerised the features of it.Further discussion of the issues may exist and positive factors should be followed.Study of market behaviour in Anhui land circulation by stages.By analysing different participates'benefits and their characteristics in the Game theory,illustrates the reasons for this involvement for different entities.According to the analysis,the normative outflow of farmer,inflow of new business entities and the interposed but not collusive government behaviour results in the maximized Pareto efficiency.The data of rural land circulation survey points out that
