Study On The Transfer Of Rural Land In Anhui Province

Anhui is a major agricultural province in China. Comparing with other provinces,rural land circulation of Anhui started earlier, which allows it to accumulateexperience in both theory and practice. However, there are still some inadequacies，such as the omission of government’s management function and low efficiency of landresource allocation and transformation. To improve the efficiency of rural landcirculation in Anhui, government needs to strengthen land management, improve landcirculation system and take the interests of farmers into consideration in the processof land circulation.This paper analyzes the motives and the causes of this land circulationphenomenon. It begins with a review of both domestic and international practicalexperiences and related theories. It clarifies and redefines the connotations of ruralland circulation using the example of Anhui province. Based on the core idea offurther improving rural land circulation institution, this paper finds the conditions andthe path to the efficient circulation, which is the only way to develop agriculturalmodernization, optimize the allocation of land resources and improve the productionefficiency.Moreover, the relief of “three agricultural issues”—issues about rural socialsecurity, rural education and rural industrialization, depends on the harmony ofadjustment of agricultural structure, achievement of urbanization in rural area, and theincrease of farmers’ income. On this basis, the role of government is crucial toimprove the administering level, protect the interests of farmers, deepen the reform ofadministering system and perfect land circulation institution. Therefore, the study ofrural land circulation has significant theoretic and practical values.
