Study On Land Circulation And Influencing Factors In Anhui Province

With the developing of urbanization, there existed some problems. For example, urban-rural dual structure, Low degree of agricultural industrialization and low Living Standards. Practice has proved that the solution of solving the "three rural" problems is to solve the relations between rural productivity and production relations. The countryside has vast land resources, and we need to constantly promote the land transfer and moderate scale management to optimize the allocation of resources and improve agricultural production efficiency. No matter from the production efficiency and environmental protection, it is necessary to promote agricultural economies of scales. The traditional small-scale peasant economy has not adapted to the current development of the productive forces. There need targeted policy to give guidance in the land system, the transfer of the rural population to promote rural land centralization, large-scale operations and urbanization. These policies are made to solve the problem of dispersion of people and land. On a national level, the government supports land circulation, such as giving transfer subsidies, subsidies for growing grain and so on. The land circulation is mainly depends on the strength of the farmers’ transfer willingness of micro-level.As an important means of production, land’s liquidity depends on two factors that the external factors and internal factors. The external factors mainly includes policy guidance, supply and demand of market, resource conditions. This paper expounds the land circulation of Anhui province the main forms and characteristics, are analyzed and compared analysis and demonstration in Anhui province the status of land and farmers’ circulation circulation. By 213 households survey data, Dingyuan Guoyang, Zongyang, sorting out the three county area, the income of the farmers, the circulation difference circulation obstacle, agricultural technology promotion, environmental impact in the aspects of land, summed up the situation of land circulation of Anhui province. In order to study the farmers transfer will set up two yuan, selection model using survey data, through empirical analysis, factors influencing the farmers transfer will include family type, the cultivated area, population, income level, type of work, contract land area, wherein, family type, farming area and income level on the land transfer effect a greater degree of. Found from the Anhui province land transfer land circulation is small in scale, circulation system procedures are not standardized, circulation market has not yet formed, the land circulation policy publicity is not in place and so on. In addition to the household characteristics and other internal factors analysis, this paper also studies the external factors of farmland circulation, from the aspects of agricultural policy, government behavior, social security system, the mechanism of circulation in Anhui province was summarized and the effect of rural land circulation policy. And the research conclusion above:promote the land transfer in favor of the new rural construction, promote the land transfer need to standardize the transfer system, at the same time, pay attention to avoid the negative impact on farmers. Puts forward relevant policy suggestions, encouragement to explore various forms of land circulation patterns, increasing fiscal and financial support, strengthen the construction of legal system, standardizing the land transfer procedures, good service, to strengthen the agricultural and non-agricultural skill training, strengthen government propaganda and guidance.
