Study On The Whole Process Risk Of Municipal Road PPP Project

In recent years,the PPP model has been widely used in the whole country,and has been used to solve the problem of capital gap,reduce the government's financial pressure and improve the quality of public service in the municipal road projects.But the PPP model is in the groeth currently in our country.The risk management of PPP still has risk awareness,identification of risk factors,unreasonable risk sharing,and the municipal road PPP project has the characteristics of large scale of investment,long construction period,long payback period,great social influence.There are many uncertain factors and frequent occurrences of risk on the project operation.Risks have become a key factor to determine the success or failure of the PPP project,how many risks,the size of the risk,and how to deal with these risks in the process of PPP project cooperation are worth studying.We find that the existing risk research is lack of dynamic and adaptive to the whole process of the project through literature research,which is not conducive to the actual operation.Therefore,the construction of municipal road PPP project risk evaluation based on the whole process has been set up in this paper,to further improve the PPP project risk theory and methods to promote the application of PPP model in the municipal road and promotion.In this paper,the municipal road PPP project risk of the whole process has been explored by using case study method,literature research,Delphy method,questionnaire survey method and achieved the following results: The first,PPP municipal road projects in the whole process of risk factors identified list was determined by using the case analysis method,literature research method,screening risk indicators by Delphy method and mathematical statistics method,and the 25 municipal road projects in the whole process of risk index PPP ultimately has been determined.The second,the risk index system has been established and evaluated based on the analytic hierarchy process and fuzzy comprehensive evaluation method.And a response plan has been formulated on the different risk level of the project,and specific measures to prevent the risks from the angle of risk taker have been put forward in this paper.The third,the municipal road PPP project whole process risk study has been applied to the actual project Z PPP bridge project,then the operability and effectiveness of the mode have been verified.
