| As the Chinese economy enters a transition period,the economic growth model shifts from high speed to high quality.Putting forward higher requirements for the quality of infrastructure construction.High quality standards will inevitably lead to higher investment,In order to alleviate the government's fiscal deficit,innovate the public goods and public service supply mechanism,The Chinese government began to encourage the introduction of PPP models in the infrastructure sector.Apply PPP mode to municipal road projects can broaden financing channels and promote highquality and efficient development of projects.As more and more municipal road PPP projects are implemented,how to carry out reasonable performance evaluation to improve the performance level in the project execution process and ensure the realization of the final strategic goal has important significance both theoretically and realistically.This paper first defines the related concepts of municipal road PPP project,then analyzes the status quo and problems of performance evaluation of municipal road PPP project,and clarifies the idea of performance evaluation.In the construction of the indicator system,this paper is based on KPI(Key Performance Indicator),combined with the performance evaluation system of existing provincial and above demonstration projects and relevant national policy norms,from economics,efficiency,effectiveness,equality,and environment.Five dimensions of sex have constructed a performance indicator system for municipal road PPP projects.Finally,in the aspect of empirical analysis,this paper takes the PPP project of the outer ring road of A city as an example,and correspondingly filters and modifies the indicators.The analytic hierarchy process is used to establish the index weights and establish a fuzzy comprehensive evaluation model.The final evaluation results are consistent with the actual situation of the project.It proves that the performance evaluation system of this paper is feasible and practical. |
