| The Chang-Zhu-Tan national independent innovation demonstration zone is the first national independent innovation demonstration zone built by the urban agglomeration as the basic unit in the central region.It is responsible for exploring the reform of the science and technology system and promoting independent innovation,and comprehensively and systematically analyzes its innovation capability.It is conducive to further enriching the research of innovation theory,providing theoretical support for promoting innovation to lead the implementation of the open rise strategy,and providing decision support for promoting the pace of building a strong science and technology province in Hunan.This paper defines the spatial scope of the Chang-Zhu-Tan national independent innovation demonstration zone,and builds an evaluation index system for the innovation capability of the national independent innovation demonstration zone.The factor analysis method is used to carry out the innovation capability of the Chang-Zhu-Tan national independent innovation demonstration zone in 2009-2016.The dynamic change analysis was compared with other 18 national independent innovation demonstration zones.The grey correlation method was used to analyze the influencing factors of the innovation ability of Chang-Zhu-Tan national independent innovation demonstration zone,and the existence ofthe zone in the process of innovation and development was analyzed.The main problem and suggest relevant countermeasures.The specific research conclusions are as follows:(1)Evaluation of innovation capability of Chang-Zhu-Tan national independent innovation demonstration zone.The innovation ability of Chang-Zhu-Tan national independent innovation demonstration zone is evaluated by the method of horizontal comparative analysis and dynamic change analysis.The results show that the innovation supporting environment of Chang-Zhu-Tan national independent innovation demonstration zone is better,the innovation output ability needs to be further improved,the input of scientific and technological innovation is gradually strengthened,and the innovation ability of enterprises is not strong,and the overall innovation competitiveness is gradually enhanced.Improvement,but there is a big gap with other demonstration zones;development zones are not strong spatial links,the driving role needs to be improved;performance appraisal and evaluation system is imperfect,there are administrative barriers to hinder collaborative innovation.(2)Analysis on the influencing factors of innovation capability of Chang-Zhu-Tan national independent innovation demonstration zone.The grey management analysis method is used to analyze the influencing factors of innovation ability of Chang-Zhu-Tan national independent innovation demonstration zone.The results show that the innovation ability ofChang-Zhu-Tan national independent innovation demonstration zone is mainly affected by GDP,the number of college students per 10,000 people,the internal expenditure of funds for scientific and technological activities,the number of R&D personnel,the total amount of foreign direct investment and the amount of patent authorization.The innovation ability of national independent innovation demonstration zone has a significant impact,but the influence degree of different factors is still different.According to the influence degree,the order is internal expenditure of science and technology activities funds,the number of R&D personnel,total foreign direct investment,the number of university students per 10,000 people,GDP and patent authorization.(3)The countermeasures and suggestions for the innovation and development of Chang-Zhu-Tan national independent innovation demonstration zone.In view of the problems found in the process of innovation and development in Chang-Zhu-Tan national independent innovation demonstration zone,this paper puts forward six countermeasures and suggestions: to strengthen the spatial connection of development zones and promote the coordinated development of development zones;to increase investment in scientific and technological innovation and improve the efficiency of resource utilization;to optimize the supporting environment for innovation and improve laws and regulations;to break administrative barriers and strengthen the region.Collaboration;Accelerating the transformation of scientific and technological achievements,improving the comprehensive environment of cities;Strengthening the construction of industrial clusters and enhancing the innovation ability of enterprises. |
