Study On The Withdrawal Mechanism Of Public Rental Housing

With the rapid development of economic society and the acceleration of urban-rural integration progress,there gradually emerges with a group of "sandwich layer",who are neither qualified to apply for a variety of affordable housing such as the national economic housing,resettlement housing for shantytown,low-rent housing etc,nor capable of buying commercial housing in the market under their economic conditions.In this case the government measures are needed to satisfy their housing needs.For the demand of "sandwich layer",the national relevant department puts forward the conception of public rental housing and since then a great transformation have effects on the national low-income housing system which is constituted by public rental housing,low-rent housing,shantytown resettlement housing for the remoulding of dilapidated building.However,the phenomenon of strict-in and free-out existing in the current public rental housing has been a serious obstacle for the public rental housing's normal circulation in the security group,decreasing its social effect,not only affecting the sustainable development of public rentale housing market,also bringing the damage to the government's credibility.The main study contents of this paper covers:Analysis on current status of public rental housing withdrawal mechanism,comparison of withdrawal mode of public rental housing in some countries and regions,problem and improvement approach analysis though paper survey and cases study on the public rental housing in Jiande,introducing two logistic regression models to explore the influence on the tenants'withdrawal intension,study on the optimization of public rental withdrawal mode based on the practical investigation in Jiande,putting forward policy proposal to improve the public rental housing system from the policy levelThe thesis proposes to optimize the public rental withdrawal mechanism before with and after renting in practical level and gives out suggestions on the public rental construction,public rental supply,public rental distribution and public rental operation.Forming a complementation to micro level and putting forward the reference to the domestic public rental housing management,it has contributed to a healthy development of the public rental housing.
