In the process of new urbanization development strategy and implementation,the party and government attach great importance to the establishment of affordable housing policy whose concept is "innovation,coordination,green,open,sharing".Public rental housing system is gradually built up by deepening reform of the housing system,which is to meet the new urban housing needs in China's new urbanization,particularly as the public housing supply system of the low-income families.It's necessary to largely develop the public housing rental market,and promote a larger-scale,more professional housing rental market,construct a housing supply system on mainly renting and selling simultaneously.On the one hand,the whole process of scientific mechanism in the public rental housing is not perfect,especially the public rental housing withdrawal bottleneck problems;on the other hand,the public rental housing needs to expand the scope of the protection to absorb the new urban residents.In order to realize the effective utilization and circulation of public resources,the withdrawal mechanism of public rental housing needs to keep pace with the times and improve its coordination.It needs to improve the withdrawal mechanism of public rental housing in the angle from the optimization of rent.In this paper,basing on combing process of China's reform and development of public rental housing,it is clarified that the relationship between the withdrawal of public rental housing and the monetization of public rental housing,the impact of the withdrawal of public rental housing on the market,and the relationship between the withdrawal of public rental housing and the rent by using the social security theory,the theory of supply and demand,housing filtering theory and housing gradient consumption.Through the comparison of the status quo of the public rental housing withdrawal at home and abroad,the foundation for the design and improvement of the public rental housing withdrawal mechanism got laid.Through the factor analysis,it's designed that the withdrawal mechanism of public rental housing.Combined with the analysis of the status quo of Chongqing public rental housing withdrawl mechanism,the main problems are analyzed and the improvement is carried out.The conclusions are as follows:(1)The rent settings of public rental housing affect the withdrawl efficiency of public rental housing.Under the trend of the monetization of public rental housing,it needs to highlight the role of subsidies,consider the housing affordability of security object and use the law of value of market to allocation of resources to guide the security object to withdraw on their own initiative.(2)The withdrawl mechanism of public rental housing in Chongqing city is in the stage of the recycling withdrawl,the main point of which is to construct the method of adjusting rent to withdraw.It needs to change the fixed low rent model,while increasing the diversity of withdrawl ways and improving information management,personal credit system and independent supervision.(3)The withdrawl mechanism of public rental housing in Chongqing is improved from the aspects of the information monitoring,the transfer payments,the withdrawl execution,the early-warning systems and the exchange and feedback of information.
