Effects Of Farmer Cooperatives On Reducing Members' Capability Poverty

The capability promotion of the members should be the function of farmer cooperatives,but the reality of poor peasant cooperatives in poverty areas really have the ability to cultivate farmers' development ability and reduce the capability poverty?What are the effects and limitations of this effect?Based on the field investigation of impoverished Areas in Sichuan Qin-ba mountainous,this paper studies the effect and influencing factors of farmer Cooperatives on reducing members' capability poverty,and puts forward reasonable suggestions for poverty alleviation and reducing capability poverty in poverty-stricken areas.Based on the research of the 13 poor counties in in Sichuan Qin-ba mountainous,this paper studies the effect and influencing factors of the farmers' cooperatives on the reduce capability poverty of the members through the empirical analysis of the Propensity Score Matching and the multi-vote regression analysis.(1)Although the peasant cooperatives in the poverty-stricken counties in Sichuan Qin-ba mountainous are generally not mature enough,have a relatively late start,are small in scale,offer a narrow range of services,are not standardized enough,and most generally profitable.Still play a certain role in the increase in membership income,improve the technical level and production quality.(2)Participation in cooperatives has a positive effect on improving the capacity and reduce capability poverty.The empirical study showed that the competency index of the member group was significantly higher than that of the non-member group of 0.1805,and the competency index increased by 5.13%.(3)The effect of farmers' cooperatives to mitigate poverty is different.Through the comparative analysis of the members and non-members of different income groups,it is found that the participation of cooperatives in the low-income groups can not significantly improve the capacity of the members.In the middle and high income groups,the competency index of the members is significantly higher than that of non-members,indicating that participation in cooperatives can significantly improve the capacity of members.(4)The external social capital of the cooperative,the number of technical guidance and training,the composition of the board,the degree of participation of farmers in the management and the degree of decision-making of the cooperative affairs have a significant positive impact on improving the capacity of the members and reducing capability poverty.The innovation of this paper is as follows:(1)Through empirical research,the relationship between farmer cooperatives and educing capability poverty is revealed,which makes up the deficiency of the existing research.(2)By introducing the Propensity Score Matching into an empirical research of the farmer cooperatives on reducing members' capability poverty,this paper distinguishes the impact from the participating cooperatives on the members and obtains the credible research results,which enriches the relevant empirical research,the evaluation method has practical reference value.According to the conclusion of this paper,the following suggestions are put forward:(1)Combining poverty alleviation resources to support and promote the development of cooperatives in poverty-stricken areas.(2)Strengthening the rule of law in the construction cooperatives,to protect the rights and interests of vulnerable groups.(3)Expand the co-operative external social capital accumulation,effectively support the development of cooperatives.(4)Build a cooperative-based technology communication platform,to strengthen the technical training of members.
