A Research On The Mechanism And Path Of Farmers' Professional Cooperatives Participating In Poverty Governance

The current phase of poverty governance requires that the target of poverty alleviation to be individuals,meaning that poverty alleviation resources should also be utilized precisely.Therefore,how to improve the efficiency of the use of poverty alleviation resources to truly benefit the poor,in other words,how to allocate and transform poverty alleviation resources,has become the essential problem of poverty governance.In order to allocate poverty alleviation resources more efficiently,the government encourages all parties to participate in poverty governance.Farmers' professional cooperatives,as a kind of market organization,use market mechanism to allocate resources.The process of farmers' professional cooperatives participating in poverty governance is the process of allocating poverty alleviation resources.Thus it is necessary to study the mechanism and path of cooperatives' participation in poverty governance to measure the efficiency of resource transformation.Taking the star cooperatives of the three impoverished counties in Hanzhong,Ankang and Baoji cities in Qinba Mountain Area as an example,this paper uses case study method to construct a “resource input – resource conversion – performance output” analysis framework from the perspective of poverty alleviation resource flow and describes the process by which cooperatives participate in poverty governance and transform poverty alleviation resources..The study finds that: after undertaking the poverty alleviation resources,the cooperatives jointly determine the direction of resource allocation through the interaction of the core members and non-core members of the cooperative;and through the interaction with external market entities and social subjects.The poverty alleviation resources are transformed into members' property,cooperatives' asset and capital of regional development.But at the same time,there are many problems in the process of cooperative participation.Firstly,the non-standard development of cooperatives demotivates the participation of farmers,and weakens the role of those who became prosperous first;Secondly,cooperatives rely too much on government resources and specific core members and lack professional talents to support the independent development of cooperatives.Finally,large-scale and high-quality cooperatives are relatively scare,and thus have only limited catalytic effect on regional development.In order to better realize the value of poverty alleviation of cooperatives,under the guidance of participatory development theory and endogenous development theory,the following three optimization paths are proposed.First,to standardize the function of cooperatives and guarantee the right of poor people to participate in development;second,attract and recruit outstanding talents to enhance the endogenous ability of independent development;third,utilize regional resources extensively to develop the cooperatives and achieve common prosperity of individual,organization and region.
