| Land registration,one of the important parts of property right management,is more and more closely related to people's work and life,under the condition of market economy.It not only directly relates to the vital interests of the owner and stakeholders of land,but also maintains the normal operation of the entire market property right transaction.From the present situation,the situation of land registration is not optimistic,and there are a lot of difficulties in the process of land registration.Therefore,in order to guarantee the accuracy of land registration information and ensure the normal operation of property market,it is necessary to investigate the land registration work.In this paper,the current situation of land registration of Cadastral Division of Yucheng District of Ya'an is discussed,so that the difficulties in land registration are found,and that the effective solutions are explored.It has great significance both in guaranteeing the legitimate rights of the land owners,and for reference for the land registration work of other districts and counties.The research is based on the land registration work of the Cadastral Division of Yucheng District Branch of Ya'an Land Resources Bureau.The investigation method and data analysis method are adopted into use.The research is carried out on the basis of the thought of "recognition of problem,analysis of problem and resolution of problem".First of all,this paper introduces the research background and significance,as well as the design of the whole research plan.Secondly,the current situation of the land registration in Yucheng District is investigated,including the institutional setup,manning quotas and jurisdictional limits of the Cadastral Division of Yucheng District Branch of Ya'an Land Resources Bureau,the content and procedures of land registration,and the effect of land registration.Thirdly,the problems existing in land registration in Yucheng District are clarified and analyzed,based on the present situation of land registration in Yucheng District and the data about the state-owned land registration,and then the reasons for them are analyzed.Fourthly,countermeasures and suggestions on improving the land registration in Yucheng District are put forward,based on the current situation and the existing problems.Through the research on the land registration in Yucheng District,the following conclusions are summarized.1.The main problems existing in state-owned land registration include loss of cadastral archives,shortage in manning quotas,deficiency in overall quality,frequent occurrence of fake certificate,backward in construction of modern network information system,poor management of real estate registration authority,and lack of standardization in land registration procedures,which not only infringe upon the legitimate rights of the people,but also severely disturb the order of property market.2.The reasons for the problems existing in state-owned land registration include institutional restructuring that leads to the adjustment of functions,unreasonable recruitment and lack of professional training,poor anti-fake function of state-owned land use certificate due to the drive of interests,lack of special fund for system construction nor unified legal ground for real estate,backward in audit device,weakness in risk awareness,and lack of mechanism of supervision,management,and reward and punishment,which are the major causes to the problems existing in land registration.3.The problems existing in land registration can be solved fundamentally by working out the land registration authority management system,strengthening the construction of professional team,enhancing the anti-counterfeiting function of state-owned land use certificate,establishing a modern network information system,unifying the real estate registration authorities,improving the management of land registration process,and so on. |
