Research On Social Stability Risk Assessment Of Rural Land Circulation And In The Case Of The Yucheng District

Along with the development of urbanization and agricultural modernization,the rural land circulation is an inevitable trend basing on the Chinese actual conditions and the existing land system.And the rural land circulation has been developing rapidly in recent years.According to statistics,about 403 million acres of farmland are transferring in 2014,which realized farmland resources optimization configuration and agricultural structure adjustment,However,some problems in process of circulation cannot be ignored such as land disputes,jeopardizing the interests of both sides,national food production problems.etc.Based on summarizing the current risk factors of farmland circulation,this paper uses the factor analysis method to construct the social risk evaluation index system of farmland circulation,taking Yucheng District of Ya'an City as an example to evaluate the social risk of farmland circulation,The results of the corresponding countermeasures recommendations.The main conclusions are as follows:(1)the social risks in the process of farmland circulation system can be made of political risk,survival guarantee risk,market risk,inherent risk of land and food safety risk in YuCheng district,and the index system can cover the area of farmland circulation of social risk assessment work comprehensively.(2)The social risk grade of land circulation in YuCheng district was regard as general level of risk by the fuzzy evaluation.Among them,the food safety risk slightly impacts on farmland conversion,conversely,the political risk,social risk,market risk and inherent risk of land were more significantly acting on the farmland circulation.(3)According to this result,some strategies and measures were proposed to promote the smooth circulation of the rural land,such as establishing and perfecting the farmland circulation related system,standard the circulation process,giving full play to the principal role of farmers,promoting rural labor force employment and protect the interests of farmers,perfectly combing with the market function and government support,construction the early warning mechanism for farmland circulation,which was important to further promote the land circulation and realizing agricultural land resource optimal allocation in this district.
