Study On Compensation For The Rural Homestead's Exit Of Benefit Evaluation In Luxian County

From the view of historical development,the rural homestead is undoubtedly important to farmers' social security and welfare,and it is one of their family properties.With China's new urbanization process accelerated,the land index of city construction becomes tight.However,there are a large number of rural idle homestead,and some families even have more than one houses.So there are imbalanced between the land supply and demand.The rural homestead exiting with paid is an important measure to revitalize rural land resources,to activate the "sleeping assets" to increase farmers' property income,and it's a social reform concerned about people's livelihood.It means a lot that speeding up the homestead exiting with paid reform is to stimulate the vitality of rural areas.We started the pilot reform over the country in 2015,and Luxian County is one of the 33 land reform pilot counties(city,district),confirmed by the State Council.As the main point of rural homestead exit compensation reform,it is worthy of further study.Therefore,this paper takes Luxian County,which is in the western hilly area as an example to focuse on the main economic benefits,social benefits and ecological benefits of the rural homestead paid exit comprehensive benefits,in order to provide practical and theoretical support for further promoting the reform of the land system of our country.On the basis of land supply and demand theory,system theory,cost-effective theory,this paper conducts a comprehensive analysis from the perspective of efficiency.Based on the Luxian County Rural Homestead paid exit in-depth investigation,this paper uses analytic hierarchy process to confirm 10 indicators weights to determine the rural homestead paid exit comprehensive benefit evaluation,and also uses fuzzy comprehensive evaluation method to analyze and evaluate the calculation results.Finally,according to the results of theoretical analysis and empirical analysis,this paper puts forward some suggestions of the reform,which can promote the rural homestead exiting with paid of relevant policies.The main conclusions are as follows:(1)Luxian County Rural Homestead paid exit had good comprehensive benefits.The social benefits,ecological benefits brought by rural homestead paid exit reform were significant.(2)The economic benefit is not so good,homestead paid exit cost is too high,low income surplus construction land index.(3)It had good social benefits,the homestead is effectively utilized,and farmers' policy satisfaction needs to be improved(4)It had significant ecological benefits,and it's a green and sustainable reform.Through the analysis,this paper comes up with some concerned suggestions about the transformation and upgrading of China's agricultural industry,the new situation of the land reform,and the physical truth in the western hilly area of Luxian County:firstly we need to juggle economic,social,ecological benefits;secondly we need to we need to set reserve mechanism;thirdly we need to improve the policy system:at last we need to improve the new land quality.To strengthen the comprehensive benefits.
