Scientific and technological innovation is the endogenous variable to promote economic growth and the motive force for the development of high-tech industry.The technology business incubators as a link between the source of knowledge innovation and high-tech industry is a platform for incubating mature enterprises and outstanding entrepreneurs.It plays a pivotal role in promoting the sustainable development of China's hi-tech industry and prospering the national economy.The scientific evaluation about development performance of technology business incubators will help government more fully acquire the hatching capacity and efficiency of their own incubators,which can discover the problems and promote the healthy growth of incubators.And the related departments can grasp the overall situation about incubator and formulate the targeted policies and measures,which can promote the development of technology business incubators.The first chapter of this paper,the research background,significance,the domestic and foreign research situation were briefly introduced.In the second chapter,the concepts and theoretical basis of the technology business incubators were explained,which lays the foundation for the later research.In the third chapter,the evaluation model of the development performance of provincial technology business incubators were constructed by combining the concept of "behavior view" and "result view".In the fourth chapter,the performance of the incubators of Chinese 31 provinces from 2010 to 2014 were analyzed by using the improved catastrophe progression method.The results show that the development performance of incubators in most provinces is increasing year by year.The increases of performance in Hainan,Tibet and Ningxia is the most in 2014,while the performance of Hunan,Shanghai and Gansu is the least.The improvement of incubators are mainly due to the increase of hatching resources,such as infrastructure conditions,human resources and financial support,which is benefit to results and efficiency.The development performance of 31 provinces incubators were analysed,the results show that Jiangsu,Shandong,Guangdong and other provinces are ranked in the top 10 in the country,while Tibet,Hainan,Qingdao and others are ranked in the last lO.The lower evaluation value is mainly because they have less number of incubators,which resulting in tolal incubator fund,total number of management personnel,number of approved intellectual property and other index on the low side.In the fifth chapter,the exploratory spatial data analysis(ESDA)and Gini coefficient decomposition method were used to explore the spatial correlation and spatial difference of the performance of technology business incubators in 2014.The results show that the east China has a relatively good development performance than western.There are 4 types of spatial association activity,such as high-high,high-low,low-high and low-low,indicating that there is a certain degree of agglomeration in the regional economic activities of Chinese incubator.The difference between the western region and other three regions is significant.Finally,according to the analysis of the results,the countermeasures and suggestions were put forward to improve the development performance of Chinese technology business incubators.For example,the manager programs the reasonable layout of incubators.Government plays the policy guidance role.Incubators are equipped with incubator talent.Incubators explore multi-channel investment.Promote the coordinated development of incubators.The start-ups seize the opportunity.
