Research On Agricultural Ecological Efficiency Evaluation In Heilongjiang Province

The concept of green development comes from the “CPC Central Committee on the thirteenth five year plan for national economic and social development proposal”,advocated by relying on scientific and technological progress to improve the agricultural ecological efficiency so as to achieve harmony in agriculture and ecological environment in harmony.Agricultural eco efficiency is not only an effective measure and management tool for the sustainable development of economy,resources and environment,but also an important index to reflect the actual level of economy,resources and environment conforming to the coordinated development of the system.In order to create a new situation of combination of multi industry,livable environment,civilized health and effective planning,it is imminent to improve the agricultural ecological efficiency.However,with the economic growth of China's agriculture,resource consumption and environmental deterioration have become an important problem that hinders the development.Agricultural pollution accounts for 1/3 of the total pollution in the country,and some areas even surpass 1/2.Therefore,measuring the efficiency of agricultural ecology is of theoretical and practical significance for improving agricultural production environment,promoting agricultural economic growth,realizing resource conservation and protecting the environment.Based on the 13 cities in Heilongjiang Province as the research area,according to the DEA method,this paper combed the relevant literature,found the key constraints and targeted the measurement of the agricultural eco-efficiency of different cities.First of all,the related concepts are defined in the paper.Secondly,the basic status and constraints of agricultural ecological development in Heilongjiang province,based on that,this paper designed the basic framework of ecological efficiency evaluation,and proposed the evaluation index system of Heilongjiang eco-efficiency is put forward.The evaluation index system of agricultural eco efficiency is divided into two aspects,on the one hand,there were the input indicators,including manpower,material resources,land investment,water resources,agricultural financial investment and non investment expectations of six indicators,while on the other hand,there were output indicators,mainly for agricultural total production value.Thirdly,after introducing the theoretical model of eco efficiency evaluation,based on the panal data of China's 31 provinces(cities,districts)this paper applied the DEA model in 2011-2015 years agriculture ecological efficiency toevaluate the national ranking of Heilongjiang,and found that the agricultural eco-efficiency ranked lower,and not reaching the optirnal level.On this basis,based on the panel data of 13 cities in Heilongjiang Province in 2011-2015,the agricultural ecological efficiency was analyzed.According to the analysis results,we put forward the countermeasures and suggestions to improve the eco efficiency of Heilongjiang Province,so as to transform the agriculture into an efficient,ecofriendly and product intensive green agriculture mode.
