As a core power of technological resources allocation in a country or region,sci-tech finance has a profound impact on the economic development,and determines the breadth and depth of technological innovation activities,which is the foundation and guarantee for accelerating the implementation of innovation driven development strategy.The state and local governments attach great importance to the development of sci-tech finance,formulating the development plan of sci-tech finance in succession,explore the establishment of new sci-tech financial cooperation mechanism and mode of cooperation,and strive to build a comprehensive sci-tech financial system that meets the financing needs of different stages of sci-tech innovation and the financing needs of different innovative subjects.Therefore,what level of the effect of the construction of the sci-tech financial system,at which level,and in which direction it should be promoted to become the focus of the state and the region.Based on the in-depth study of institutional change theory and financial development theory,summarizes the dynamic evolutionary process and stage of development of Sci-tech financial system,the introduction of "sci-tech financial system maturity" concept,fully reflect the development of sci-tech financial system and improve the process,and constructs the evaluation index system of sci-tech financial system maturity from four dimensions of the capital amount,the investment performance,the environment and structure of sci-tech financial system,the weight of index is determined by fuzzy analytic hierarchy process(FAHP),then designs the calculating methods of sci-tech financial system maturity index and sub index.Grey fuzzy comprehensive evaluation method is applied to evaluate the maturity of China's sci-tech financial system.Based on the development data of China's sci-tech finance,this paper uses the evaluation index system to carry out an empirical analysis,the results show that the trends of the capital amount sub index,the environment sub index,maturity index are rising from 2003-2015,the investment performance sub index begins to go up from 2009,the structure index is not showing a up or down trend.From above,we judge that the sci-tech financial system maturity is the stage of optimized development under government guides,and also puts forward some countermeasures and suggestions,such as establishing market main body policy evaluation and feedback mechanism,increasing the popularization and application of risk diversification tools,cultivating the core technology finance system with venture capital as well as promoting the investment of sci-tech financial capital in small and medium sized enterprises of science and technology,and strengthening the construction of credit system for sci-tech enterprises.
